The brilliant success achieved by the Canadian Bahá’í Community, marking the triumphant conclusion of the Plan formulated on the morrow of the emergence of the community as an independent member of the international Bahá’í Family, is to be regarded as a milestone of far-reaching importance in the evolution of the Faith not only in the Dominion of Canada but throughout the entire Western Hemisphere. The vitality displayed so strikingly by this youthful community, the exemplary fidelity demonstrated by its members to the spiritual as well as administrative principles of the Faith in the conduct of their manifold activities; the splendid co-operation with their national and local elected representatives which they have invariably shown, at every stage in the development of the Plan; the sacrifices they have repeatedly made; the vigilance and care which they have exercised while discharging their sacred and weighty responsibilities; the soundness of judgement, the enthusiasm and perseverance that have distinguished them in the pursuance of their tasks—all these have, in recent years, contributed, in no small measure, to the raising of the prestige of this community in the eyes of its sister communities in both the East and the West, and in evoking feelings of profound admiration in the hearts of the followers of the Faith in every continent of the globe.

Dr. Yúnís Khán Afrúkhtih, an outstanding figure in the teaching and administrative activities of the believers in Persia, is proceeding to Europe in order to visit the Bahá’í centres and reinforce the bonds of Bahá’í fellowship that unite the East with the West. His mature experience, his wide knowledge of the state of affairs in Persia, his exemplary loyalty and devotion to the Cause, his ability and character eminently qualify him to undertake such a noble task, and I feel confident that his prolonged stay amongst you will prove of the utmost benefit to the interests of our beloved Cause.

I urge every individual believer, and particularly every local Assembly, to endeavour to get into close touch with him, to obtain an insight into the material and spiritual conditions now prevailing in Persia and to seek a clearer understanding of the animating purpose, the distinguishing features and the moving history of the Revelation of Bahá’u’lláh.

The wine mentioned in the Tablets has undoubtedly a spiritual meaning for in the book of Aqdas we are definitely forbidden to take not only wine, but every thing that deranges the mind. In poetry as a whole wine is taken to have a different connotation than the ordinary intoxicating liquid. We see it thus used by the Persian Poets such as Sa’dí and Umar Khayám and Háfiz to mean that element which nears man to his divine beloved, which makes him forget his material self so as better to seek his spiritual desires. It is very necessary to tell the children what this wine means so that they may not confuse it with the ordinary wine.

With regard to the differentiation between Bahá’í and Bahá’í friend. This differentiation was not one which Bahá’u’lláh and the Master firmly established but because there are so many people who are attracted to the Bahá’í Cause just as they are attracted to some society and people who have not developed spiritually to look at the world and the spiritual elements of life in the proper light that a Bahá’í would look at it, it has become a habit of differentiating between what you might call beginners in the Bahá’í Movement and those who have studied the Movement thoroughly and who know its teachings exactly and who understand the real spirit that is back of it all. You should not think, however, that a Bahá’í is one who is superior to a Bahá’í friend, but only that he has studied the Movement better and realizes well the great and divine spirit that is at the root of all Bahá’í teachings.

There are, no doubt, always grounds for criticism. The Bahá’ís are not perfect, and are not able, at present at least, to put into practice all the things they stand for. Bahá'u'lláh found the world in a "strange sleep". But what a disturbance His coming has unloosed! The peoples of the earth had been separated, many parts of the human race socially and spiritually isolated. But the world of humanity today bears little resemblance to that which Bahá'u'lláh left a century ago. Unbeknownst to the great majority, His influence permeates all living beings. Indeed, no domain of life remains unaffected. In the burgeoning energy, the magnified perspectives, the heightened global consciousness; in the social and political turbulence, the fall of kingdoms, the emancipation of nations, the intermixture of cultures, the clamour for development; in the agitation over the extremes of wealth and poverty, the acute concern over the abuse of the environment, the leap of consciousness regarding the rights of women; in the growing tendency towards ecumenism, the increasing call for a new world order; in the astounding advances in the realms of science, technology, literature and the arts -- in all this tumult, with its paradoxical manifestations of chaos and order, integration and disintegration, are the signs of His power as World Reformer, the proof of His claim as Divine Physician, the truth of His Word as the All-Knowing Counsellor.

The Covenant of Bahá'u'lláh is unbroken, its all- encompassing power inviolate. The two unique features which distinguish it from all religious covenants of the past are unchanged and operative. The revealed Word, in its original purity, amplified by the divinely guided interpretations of 'Abdu'l-Bahá and Shoghi Effendi, remains immutable, unadulterated by any man-made creeds or dogmas, unwarrantable inferences, or unauthorized interpretations. The channel of Divine guidance, providing flexibility in all the affairs of mankind, remains open through that institution which was founded by Bahá'u'lláh and endowed by Him with supreme authority and unfailing guidance, and of which the Master wrote: "Unto this body all things must be referred." He feels that the youth, in particular, must constantly and determinedly strive to exemplify a Bahá'í life. In the world around us we see moral decay, promiscuity, indecency, vulgarity, bad manners — the Bahá'í young people must be the opposite of these things, and, by their chastity, their uprightness, their decency, their consideration and good manners, attract others, old and young, to the Faith. As to your third question Shoghi Effendi would like you to understand that when one believes in one to be divinely inspired and when one is convinced that he has a great mission to the world in his teachings, he must very naturally be ready to accept all that that world-teacher that divinely-inspired man says. ...Concerning the meaning of “Resurrection”: although this term is often used by Baha’u’llah in His Writings, as in the passage quoted in your letter, its meaning is figurative. The tomb mentioned is also allegorical, i.e. the tomb of unbelief. The Day of Resurrection, according to Baha’i interpretation, is the Judgement Day, the Day when unbelievers will be called upon to give account of their actions, and whether the world has prevented them from acknowledging the new Revelation.

The world that lies ahead of us after this war is going to be in a terrible condition, and if the believers are going to accomplish their duty and present the Divine Solution to mankind, they must prepare themselves for the great tasks that lie ahead. This particularly applies to Bahá'í youth. Young men and women in the Faith must be deep and thoughtful scholars of its teachings, so that they can teach in a way that will convince people that all the problems facing them have a remedy. Bahá’ís, of course, are ever mindful of the state of the world. The well-being of humanity and its peace and tranquility are the constant desire of all those who have taken to heart Bahá’u’lláh’s exhortation to “be anxiously concerned with the needs of the age ye live in”. It is abundantly clear, moreover, that the longing of the believers to contribute to the betterment of the world and to participate constructively in the life of society is in no way contradicted by their non-involvement in politics. Half a century after Bahá’u’lláh summoned the kings and rulers to be reconciled among themselves and enjoined on them the establishment of peace on earth, the great powers of that era were plunged into war. It was the first conflict to be regarded as a “World War”, and it is remembered as a conflagration of horrific severity; the unprecedented scale and ferocity of the bloodshed has seared it on to the consciousness of every succeeding generation. And yet, from out the ruin and suffering, possibilities blossomed for a new order to bring stability to the world—notably at the Paris Peace Conference, which opened a hundred years ago on this day. In the years that followed, despite the repeated crises into which international affairs were thrown, Shoghi Effendi could discern “the progress, however fitful, of the forces working in harmony with the spirit of the age”. These forces have continued to move humanity towards an age of peace—not merely a peace which rules out armed conflict, but a collective state of being, manifesting unity.

It is a great mistake to believe that because people are illiterate or live primitive lives, they are lacking in either intelligence or sensibility. With regard to the two quotations you have cited about the authority of the Local Spiritual Assembly, and your question about what you consider to be contradictory, the two self-explanatory extracts are indeed complementary. In both extracts individual believers and communities are required to uphold the authority of the Local Assembly and obey its decisions. The prerogative of the believer to offer at the Nineteen Day Feast "any suggestion, recommendation or criticism he conscientiously feels he should in order to improve and remedy certain existing conditions or trends in his local community" does not give him or the community the right to disobey a decision of the Assembly or to act in such a way as to undermine its authority. The point to bear in mind is also included in the first extract from Shoghi Effendi's writings quoted in your letter: "But again it should be stressed that all criticisms and discussions of a negative character which may result in undermining the authority of the Assembly as a body should be strictly avoided. For otherwise the order of the Cause itself will be endangered, and confusion and discord will reign in the Community."

A careful study of the principles of Bahá’í Administration and procedures which confirm the authority of the Assembly and, at the same time, guarantee the individual's right to freedom of expression and provide him with the right of appeal, will clarify the questions you have in this regard.

It will certainly include, however, a development of historic importance: that point at which the majority of the world's nation-states formally commit themselves to a global order comprising institutions and laws, and equipped with the means by which collective decisions can be enforced. While we cannot at present foresee the precise form that this development will take, much less the point at which it will occur, we recognize that it is a feature of the process of the Lesser Peace.

An attempt I strongly feel should now be made to clarify our minds regarding the station occupied by ‘Abdu’l-Bahá and the significance of His position in this holy Dispensation. It would be indeed difficult for us, who stand so close to such a tremendous figure and are drawn by the mysterious power of so magnetic a personality, to obtain a clear and exact understanding of the rôle and character of One Who, not only in the Dispensation of Bahá’u’lláh but in the entire field of religious history, fulfills a unique function. Though moving in a sphere of His own and holding a rank radically different from that of the Author and the Forerunner of the Bahá’í Revelation, He, by virtue of the station ordained for Him through the Covenant of Bahá’u’lláh, forms together with them what may be termed the Three Central Figures of a Faith that stands unapproached in the world’s spiritual history. He towers, in conjunction with them, above the destinies of this infant Faith of God from a level to which no individual or body ministering to its needs after Him, and for no less a period than a full thousand years, can ever hope to rise.

Praise be to God, all such doors [doors of opposition and dissension] are closed in the Cause of Bahá'u'lláh for a special authoritative Centre hath been appointed — a Centre that solveth all difficulties and wardeth off all differences. The Universal House of Justice, likewise, wardeth off all differences and whatever it prescribeth must be accepted and he who transgresseth is rejected. But this Universal House of Justice which is the Legislature hath not yet been instituted.

Thus it is seen that no means for dissension hath been left, but carnal desires are the cause of difference as it is the case with the violators. These do not doubt the validity of the Covenant but selfish motives have dragged them to this condition. It is not that they do not know what they do — they are perfectly aware and still they exhibit opposition.

Today the pulsating power in the arteries of the body of the world is the spirit of the Covenant - the spirit which is the cause of life. …the power of the Covenant will protect the Cause of Bahá'u'lláh from the doubts of the people of error. It is the fortified fortress of the Cause of God and the firm pillar of the religion of God. Today no power can conserve the oneness of the Bahá'í world save the Covenant of God; otherwise differences like unto a most great tempest will encompass the Bahá'í world. It is evident that the axis of the oneness of the world of humanity is the power of the Covenant and nothing else.... Therefore, in the beginning the believers must make their steps firm in the Covenant so that the confirmations of Bahá'u'lláh may encircle them from all sides, the cohorts of the Supreme Concourse may become their supporters and helpers, and the exhortations and advices of 'Abdu'l-Bahá, like unto the pictures engraved on stone, may remain permanent and ineffaceable in the tablets of all hearts.

It is important to bear in mind that in the Writings it is not, Judaism, per se, which is criticized. On the contrary, like the other great religions of the world, Judaism is a divinely revealed system, albeit as with all previous dispensations it has been overtaken by an ineluctable superannuation. As recounted in the Book of Certitude, it is principally the clerics who, from age to age, have misled their followers and contributed to confusion and lack of true understanding. This benighted condition, induced by the leaders of religion, has never been limited to a single people. It prevails at the advent of each of God's Messengers and is the primary cause of their persecution. Accordingly, Bahá'u'lláh and 'Abdu'l-Bahá speak against the spiritual blindness which led the Jews to denounce Christ to Pontius Pilate, leading to His crucifixion. The purpose is mainly didactic, to illustrate the ever-recurring patterns enacted in the dialogue between mankind and the successive Messengers of God. However, in our time, it is the followers of Muhammad, not the Jews, whose malevolence subjected the Supreme Manifestation of God to incalculable suffering and who are thus the object of divine judgement.

The passing, at this juncture, of one [Sutherland Maxwell] who, through a long career of distinguished service to the Cause of Bahá’u’lláh, not only since the birth of this community but in more recent years in the heart and centre of the Bahá’í world, has left an indelible mark on the annals of the Faith, has evoked not only the deepest sorrow but the utmost regret at a time when this community is beginning to reap at long last the first fruits of its stewardship to the Cause of God, and the whole Bahá’í world is on the eve of celebrating one of its greatest Jubilees. The twentieth century has been distinguished by the emergence of the unity of nations, to which both Shoghi Effendi and the House of Justice have referred in the enclosed document. This movement, the evidence of which accumulates with each passing day, stands in sharp contrast to the nationalistic tenor of the nineteenth century, and is an evidence of the spirit of a new age moving in the hearts of humankind. Viewed from this perspective, there can be no doubt that the promise of ‘Abdu'l-Bahá has been fulfilled, and the unity of nations securely established in the century now concluded. The further expansion and strengthening of this consciousness of world solidarity in the years to come will have their effect in the political realm, and will influence the evolution towards world government.

It should not be imagined that the processes now moving in the world will be free from challenge or difficulty. There may well be set-backs, and conflicts may erupt periodically, as humanity proceeds towards the emergence and consolidation of the Lesser Peace, giving rise in due course to the establishment of the Most Great Peace.

You should also take note of the distinction between the unity of nations and the Lesser Peace. Shoghi Effendi, in response to questions from believers, clarified that "unity in the political realm", to which ‘Abdu'l-Bahá referred in his enunciation of the seven candles of unity, "is a unity which politically independent and sovereign states achieve among themselves". As expressed in the passages cited in the enclosed memorandum, the Lesser Peace will initially be a political unity arrived at by decision of the various governments of the world. The unity of nations can be taken as that unity which arises from a recognition among the peoples of the various nations, that they are members of one common human family.

It would be impossible for any community, much less the Bahá'í community, to forget the suffering of the Jewish people throughout a long period of history. As you know, Bahá'u'lláh, like the Prophets before Him, stated in His Writings that the Jews would return to their homeland, and this fulfillment of their heart's desire has taken place. Moreover, 'Abdu'l-Bahá has confirmed that the travail of the Jewish people is now to be ended. He wrote in a Tablet:

"... The ignominy which Israel has suffered for well-nigh twenty-five hundred years will now be changed into eternal glory, and in the eyes of all, the Jewish people will become glorified to such an extent as to draw the jealousy of its enemies and the envy of its friends.”

However, beyond this lies the supreme reality that the Manifestation of God for our age spent the latter part: of His life in that area of the world in which the Jews have today established a State. The Centre of our Faith, its Shrines and administrative headquarters are established there. From these two distinct points of view, you can see that it is impossible for the Jews to be forgotten in a Bahá'í context. The blessings which will be conferred upon them for what has occurred in the Holy Land in this new dispensation will become increasingly evident."

As regards ...'s claim to have direct revelations from God; such visions and communications as he may receive cannot, from the standpoint of the Cause, be well considered in the nature of a direct and authoritative revelation from God such as experienced by Divine Prophets and Messengers. There is a fundamental difference between Divine Revelation as vouchsafed by God to His Prophets, and the spiritual experiences and visions which individuals may have. The latter should, under no circumstances, be construed as constituting an infallible source of guidance, even for the person experiencing them.

The life of man is useful if he attains the perfections of man. If he becomes the center of the imperfections of the world of humanity, death is better than life, and nonexistence better than existence. Therefore, make ye an effort in order that these children may be rightly trained and educated and that each one of them may attain perfection in the world of humanity. He hopes your Assembly will devote special, constant attention to encouraging the friends in their teaching work, and facilitate their tasks. As the new National Assemblies are being formed, he feels it incumbent upon him to issue a word of warning to avoid rules and regulations and tying the believers’ work up in red tape. Over-administration can be even worse for the Faith at this time than under-administration. The believers are, for the most part, young in the Cause, and if they make mistakes it is not half as important as if their spirit is crushed by being told all the time—do this and don’t do that! The new National Body should be like a loving parent, watching over and helping its children, and not like a stern judge, waiting for an opportunity to display his judicial powers. The reason he points this out to you is that constantly, for the past twenty years and more, he has been pointing this out to the old and tried National Assemblies, and he does not want the younger bodies to make the same mistakes. Individual cases should be dealt with as they arise, according to the Teachings, of which the believers have quite sufficient available to handle all of their problems at this time, and no more additional rules and regulations need be introduced.

The Hosts of the Supreme Concourse are in marshall array, poised between Earth and Heaven ready to rush to the assistance of those who arise to Teach the Faith. If one seeks the confirmation of the Holy Spirit, they can find it in rich abundance in the Teaching Field. The world is seeking as never before, and if the Friends will arise with new determination, fully consecrated to the noble task ahead of them victory after victory will be won for the Glorious Faith of God.
