In both extracts individual believers and communities are required to uphold the authority of the Local Assembly and obey its decisions. The prerogative of the believer to offer at the Nineteen Day Feast "any suggestion, recommendation or criticism he conscientiously feels he should in order to improve and remedy certain existing conditions or trends in his local community" does not give him or the community the right to disobey a decision of the Assembly or to act in such a way as to undermine its authority. The point to bear in mind is also included in the first extract from Shoghi Effendi's writings quoted in your letter: "But again it should be stressed that all criticisms and discussions of a negative character which may result in undermining the authority of the Assembly as a body should be strictly avoided. For otherwise the order of the Cause itself will be endangered, and confusion and discord will reign in the Community."

It is important to bear in mind that in the Writings it is not, Judaism, per se, which is criticized. On the contrary, like the other great religions of the world, Judaism is a divinely revealed system, albeit as with all previous dispensations it has been overtaken by an ineluctable superannuation. As recounted in the Book of Certitude, it is principally the clerics who, from age to age, have misled their followers and contributed to confusion and lack of true understanding. This benighted condition, induced by the leaders of religion, has never been limited to a single people. It prevails at the advent of each of God's Messengers and is the primary cause of their persecution. Accordingly, Bahá'u'lláh and 'Abdu'l-Bahá speak against the spiritual blindness which led the Jews to denounce Christ to Pontius Pilate, leading to His crucifixion. The purpose is mainly didactic, to illustrate the ever-recurring patterns enacted in the dialogue between mankind and the successive Messengers of God. However, in our time, it is the followers of Muhammad, not the Jews, whose malevolence subjected the Supreme Manifestation of God to incalculable suffering and who are thus the object of divine judgement.

The twentieth century has been distinguished by the emergence of the unity of nations, to which both Shoghi Effendi and the House of Justice have referred in the enclosed document. This movement, the evidence of which accumulates with each passing day, stands in sharp contrast to the nationalistic tenor of the nineteenth century, and is an evidence of the spirit of a new age moving in the hearts of humankind. It would be impossible for any community, much less the Bahá'í community, to forget the suffering of the Jewish people throughout a long period of history. As you know, Bahá'u'lláh, like the Prophets before Him, stated in His Writings that the Jews would return to their homeland, and this fulfillment of their heart's desire has taken place. Moreover, 'Abdu'l-Bahá has confirmed that the travail of the Jewish people is now to be ended. He wrote in a Tablet:

"... The ignominy which Israel has suffered for well-nigh twenty-five hundred years will now be changed into eternal glory, and in the eyes of all, the Jewish people will become glorified to such an extent as to draw the jealousy of its enemies and the envy of its friends.”

However, beyond this lies the supreme reality that the Manifestation of God for our age spent the latter part: of His life in that area of the world in which the Jews have today established a State. From these two distinct points of view, you can see that it is impossible for the Jews to be forgotten in a Bahá'í context. The blessings which will be conferred upon them for what has occurred in the Holy Land in this new dispensation will become increasingly evident."

As regards ...'s claim to have direct revelations from God; such visions and communications as he may receive cannot, from the standpoint of the Cause, be well considered in the nature of a direct and authoritative revelation from God such as experienced by Divine Prophets and Messengers. He hopes your Assembly will devote special, constant attention to encouraging the friends in their teaching work, and facilitate their tasks. As the new National Assemblies are being formed, he feels it incumbent upon him to issue a word of warning to avoid rules and regulations and tying the believers’ work up in red tape. Over-administration can be even worse for the Faith at this time than under-administration. The believers are, for the most part, young in the Cause, and if they make mistakes it is not half as important as if their spirit is crushed by being told all the time—do this and don’t do that! The new National Body should be like a loving parent, watching over and helping its children, and not like a stern judge, waiting for an opportunity to display his judicial powers. The reason he points this out to you is that constantly, for the past twenty years and more, he has been pointing this out to the old and tried National Assemblies, and he does not want the younger bodies to make the same mistakes. Individual cases should be dealt with as they arise, according to the Teachings, of which the believers have quite sufficient available to handle all of their problems at this time, and no more additional rules and regulations need be introduced.

In March 1930 Shoghi Effendi wrote that Baha'u'llah and 'Abdu'l-Baha had "in unequivocal and emphatic language, appointed those twin institutions of the House of Justice and of the Guardianship as their chosen Successors, destined to apply the principles, promulgate the laws, protect the institutions, adapt loyally and intelligently the Faith to the requirements of progressive society, and consummate the incorruptible inheritance which the Founders of the Faith have bequeathed to the world." It is not advisable for Bahá’í institutions or individuals to initiate actions designed to prod government leaders to urge their government or the leaders of other governments to convene the world conference called for by Bahá’u’lláh and echoed in The Promise of World Peace. Two points should be borne in mind in this regard: (1) Because of the political gravity of the decisions implied by this call and the differing political attitudes which it evokes, such actions on the part of the Bahá’í community would embroil the friends in partisan politics. There is quite a difference between identifying, as does the Peace Statement, the need for a convocation of world leaders and initiating the political processes towards its realization. (2) In the writings of the Faith (e.g., the closing passages of The Promised Day Is Come), it is clear that the establishment of the Lesser Peace, of which the conference of leaders will be a related event, will come about independently of any Bahá’í plan or action. This is not to say that Bahá’ís should be inert. Indeed, Bahá’ís may promote the concept of the Lesser Peace with all that it implies without engaging in the political processes which its realization will require.

Individual interpretations based on a person's understanding of the teachings constitute the fruit of man's rational power and may well contribute to a more complete understanding of the Faith. The interpretations of ‘Abdu’l-Bahá and the Guardian are divinely guided statements of what the Word of God means and as such these interpretations are binding on the friends. However, the existence of authoritative interpretations in no way precludes the individual from engaging in his own study of the teachings and thereby arriving at his own interpretation or understanding. Indeed, Bahá’u’lláh invites the believers to "immerse" themselves in the "ocean" of His "words," that they "may unravel its secrets, and discover all the pearls of wisdom that lie hid in its depths."

Far from knowledge being limited, Bahá’u’lláh quotes the Muslim tradition that "every knowledge hath seventy meanings," and asserts that the "meaning" of the Word of God "can never be exhausted." This potential richness of meaning is underlined by the provision whereby future Guardians, while not abrogating the "interpretations of former Guardians," may "elaborate and elucidate former interpretations," as set out in the extract from a letter dated 19 February 1947 which was written on behalf of Shoghi Effendi to an individual believer: “. . . regarding future Guardians: they cannot "abrogate" the interpretations of former Guardians, as this would imply not only lack of guidance but mistakes in making them; however they can elaborate and elucidate former interpretations, and can certainly abrogate some former ruling laid down as a temporary necessity by a former Guardian.”

While all members of the community lend their energies to educate children, the responsibility for the spiritual education of children and youth does not rest solely upon the community, and the parents have a very important role in training and educating their own children. As the House of Justice stated in its Riḍván 2000 message, parents “should not ever underestimate their capacity to mold their children’s moral character. For they exercise indispensable influence through the home environment they consciously create by their love of God, their striving to adhere to His laws, their spirit of service to His Cause, their lack of fanaticism, and their freedom from the corrosive effects of backbiting.”

“Aghsán” (plural of Ghusn) is the Arabic word for “Branches.” This term is used by Bahá’u’lláh to designate His male descendants. It has particular implications not only for the disposition of endowments but also for the succession of authority following the passing of Bahá’u’lláh (see note 145 of the Kitab-i-Aqdas) and of ‘Abdu’lBahá. Bahá’ulláh, in the Book of His Covenant, appointed AbdulBahá, His eldest son, as the Center of His Covenant and the Head of the Faith. AbdulBahá, in His Will and Testament, appointed Shoghi Effendi, His eldest grandson, as the Guardian and Head of the Faith. This passage of the Aqdas, [paragraph 42] therefore, anticipates the succession of chosen Aghsán and thus the institution of the Guardianship and envisages the possibility of a break in their line. The passing of Shoghi Effendi in 1957 precipitated the very situation provided for in this passage, in that the line of Aghsán ended before the Universal House of Justice had been established.

Bahá’u’lláh provides for the possibility that the line of Aghsán would terminate prior to the establishment of the Universal House of Justice. He designated that in such a situation “endowments shall revert to the people of Bahá.” The term “people of Bahá” is used with a number of different meanings in the Bahá’í Writings. In this instance, they are described as those “who speak not except by His leave and judge not save in accordance with what God hath decreed in this Tablet.” Following the passing of Shoghi Effendi in 1957, the Hands of the Cause of God directed the affairs of the Cause until the election of the Universal House of Justice in 1963.

The sex distinction which exists in the human world is due to the lack of education for woman, who has been denied equal opportunity for development and advancement. Equality of the sexes will be established in proportion to the increased opportunities afforded woman in this age, for man and woman are equally the recipients of powers and endowments from God, the Creator. He is sorry to hear your little boy is not developing satisfactorily; very few children are really bad. They do, however, sometimes have complicated personalities and need very wise handling to enable them to grow into normal, moral, happy adults. If you feel convinced your son will really benefit from going to Father Flanagan's school you could send him there. But in general we should certainly always avoid sending Bahá'í children to orthodox religious schools, especially Catholic, as the children receive the imprint of religious beliefs we as believers know are outdated and no longer for this age.
