It is the continuing task of Bahá'ís to increase their
understanding of the principles on which the Administrative Order is founded,
and to improve the faithfulness with which they implement these principles in
their actions. Indeed one of the specific needs of this period in the
development of the Faith is the evolution of national and local Bahá'í
institutions.
