The remedy to Assembly inharmony cannot be in the resignation or abstinence of any of its members. It must learn, in spite of disturbing elements, to continue to function as a whole, otherwise the whole system would become discredited through the introduction of exceptions to the rule.

The believers, loving the Cause above all else and putting its interests first, must be ready to bear the hardships entailed, of whatever nature they may be. Only through such persistence and self-sacrifice can we ever hope to preserve on the one hand our divine institutions intact, and on the other force ourselves to become nobler, better instruments to serve this glorious Faith. Thou hast asked about the "Tablet of Chrysolite" and the "Preserved Tablet". By the "Chrysolite Tablet" is meant the Book of Bahá'u'lláh's Covenant which is the Preserved Tablet. It was hidden and preserved, now it is made manifest and resplendent. The Chrysolite Tablet is recorded and enshrined in the inmost recesses of the Book of the Covenant. The people of Baha, under the jurisdiction of whatsoever state or government they may be residing, should conduct themselves with honesty and sincerity, trustworthiness and rectitude. They should concern themselves with men's hearts, and hold themselves aloof from the fluctuations and limitations of the contingent world. They are neither thirsty for prominence, nor acquisitive of power; they are neither adepts at dissimulation and hypocrisy, nor are they seekers after wealth and influence; they neither crave for the pomp and circumstance of high office, nor do they lust after the glory of titles and ranks. They are averse to affectation and ostentation, and shrink from the use of coercive force; they have closed their eyes to all but God, and set their hearts on the firm and incontrovertible promises of their Lord; they have severed the bonds of earthly expectations and attachments, and connected their lives to the One Peerless Beloved. Oblivious to themselves, they have occupied their energies in working towards the good of society; and, steadfastly adhering to the sound and wholesome principles of God's Faith, they have turned their backs on the morbid imaginings, the incoherent theories, and pernicious ideas of the victims of caprice and folly. While vigilantly refusing to accept political posts, they should whole-heartedly welcome the chance to assume administrative positions; for the primary purpose of the people of Baha is to advance the interests and promote the welfare of the nation, not to further the devious ends and designs of the profligate and shameless. He was sorry to hear of the inharmony and unhappiness which has arisen in your home, and he assures you he will pray for its removal.

He suggests to you that perhaps you are not giving your husband enough of your love, physically and spiritually, to keep his interest centred in you. Marriage problems are often very involved and subtle, and we Bahá'ís, being enlightened and progressive people, should not hesitate, if it seems necessary or desirable, to turn to science for help in such matters. If you and your husband talked over your problems -- together or separately -- with a good physician you might find that you can cure your own husband, or at least try to do so. It is a great pity that two believers, united in this glorious Cause, and blessed with a family, should not be able to live together really harmoniously, and he feels you should take constructive action and not allow the situation to get worse. When the shadow of separation hangs over a husband and wife they should leave no stone unturned in their effort to avert its becoming a reality.

He urges you both to devote more of your time to teaching the Cause and to pray together that Bahá'u'lláh may give you a real and lasting love for each other. Cultivating and gathering the crop require hard work, time, patience, and sacrifice, but through the bounties of God, an abundant harvest is assured. O ye believers of God! Be not concerned with the smallness of your numbers, neither be oppressed by the multitude of an unbelieving world. Five grains of wheat will be endued with heavenly blessing, whereas a thousand tons of tares will yield no results or effect. One fruitful tree will be conducive to the life of society, whereas a thousand forests of wild trees offer no fruits. The plain is covered with pebbles, but precious stones are rare. One pearl is better than a thousand wildernesses of sand, especially this pearl of great price, which is endowed with divine blessing. Ere long thousands of other pearls will be born from it. When that pearl associates and becomes the intimate of the pebbles, they also all change into pearls. Briefly, this is the wisdom of referring the laws of society to the House of Justice. In the religion of Islam, similarly, not every ordinance was explicitly revealed; nay not a tenth part of a tenth part was included in the Text; although all matters of major importance were specifically referred to, there were undoubtedly thousands of laws which were unspecified. These were devised by the divines of a later age according to the laws of Islamic jurisprudence, and individual divines made conflicting deductions from the original revealed ordinances. All these were enforced. Today this process of deduction is the right of the body of the House of Justice, and the deductions and conclusions of individual learned men have no authority, unless they are endorsed by the House of Justice. The difference is precisely this, that from the conclusions and endorsements of the body of the House of Justice whose members are elected by and known to the worldwide Bahá'í community, no differences will arise; whereas the conclusions of individual divines and scholars would definitely lead to differences, and result in schism, division, and dispersion. While it can be a severe test to a Bahá'í to see fellow believers violating Bahá'í laws or engaging in conduct inimical to the welfare and best interests of the Faith, there is no fixed rule that a believer must follow when such conduct comes to his notice. A great deal depends upon the seriousness of the offence and upon the relationship which exists between him and the offender.

If the misconduct is blatant and flagrant or threatens the interests of the Faith the believer to whose attention it comes should immediately report it to the Local Spiritual Assembly. Once it is in the hands of the Assembly the believer's obligation is discharged and he should do no more than pray for the offender and continue to show him friendship and encouragement - unless, of course, the Spiritual Assembly asks him to take specific action.

The House of Justice ... points out that, as far as advertising is concerned, the Bahá'í must use wisdom in deciding what is allowable and what is not. For example, while the issuing of an advertisement specifically for wines would seem to be inadmissible, there would be no objection to a Bahá'í advertising agent's issuing an advertisement listing the prices of goods on sale at a supermarket even if wines and spirits are included on it. It is, thus, a matter of emphasis and wisdom. Primarily the House of Justice wishes the decision in such matters to be left to the judgement of the individual concerned, but where there is any doubt, or where the National Spiritual Assembly feels that the good name of the Faith is being injured, the Assembly should, of course, be consulted and could decide in specific instances.

In view of the requirements of his conscience in light of Bahá'í law, a Bahá'í advertising agent might be well advised to include a clause in any contract he signs in which difficulties of this nature might arise, protecting his right to demur. With the concerted worldwide endeavour to advance the process of entry by troops gathering momentum through implementation of the provisions of the Five Year Plan, it is now opportune that the believers everywhere give greater attention to strengthen the process by which Assemblies, national and local, are elected. The manner of participation by all adult members of the community in these elections is a distinguishing feature of the System of Bahá'u'lláh; for it is a bounden duty that confers a high privilege upon every Bahá'í to select, as a responsible citizen of the new world being brought into existence, the composition of the institutions having authority over the functioning of the Bahá'í community. In this regard, indifference and neglect on the part of any believer are alien to the spirit of the Cause. The friends must strive ceaselessly to avoid being contaminated with these destructive attitudes, which have inflicted such damage on the integrity and authority of the institutions of a declining world order. If the Light that is now streaming forth upon an increasingly responsive humanity with a radiance that bids fair to eclipse the splendor of such triumphs as the forces of religion have achieved in days past; if the signs and tokens which proclaimed its advent have been, in many respects, unique in the annals of past Revelations; if its votaries have evinced traits and qualities unexampled in the spiritual history of mankind; these should be attributed not to a superior merit which the Faith of Bahá’u’lláh, as a Revelation isolated and alien from any previous Dispensation, might possess, but rather should be viewed and explained as the inevitable outcome of the forces that have made of this present age an age infinitely more advanced, more receptive, and more insistent to receive an ampler measure of Divine Guidance than has hitherto been vouchsafed to mankind. There are certain pillars which have been established as the unshakeable supports of the Faith of God. The mightiest of these is learning and the use of the mind, the expansion of consciousness, and insight into the realities of the universe and the hidden mysteries of Almighty God.

To promote knowledge is thus an inescapable duty imposed on every one of the friends of God. It is incumbent upon that Spiritual Assembly, that assemblage of God, to exert every effort to educate the children, so that from infancy they will be trained in Bahá'í conduct and the ways of God, and will, even as young plants, thrive and flourish in the soft-flowing waters that are the counsels and admonitions of the Blessed Beauty. Our Bahá'í attitude towards the Jewish question and Palestine is not difficult to define: first we have the prophecy of the Master in "Some Answered Questions"; how much that entails we cannot be sure of; all we can say is that God has forgiven the Jews in this Dispensation and that they will return to their homeland. We must not go further than this.

Second, we must discuss their problem with sympathy, but dispassionately; we are not concerned with, and must--for the protection of the Faith--keep out of, political controversies; all we can say is that the Jews, like every other minority in the world, are entitled to help, consideration, and justice. We must be broad in our approach to all such extremely heated controversies, and while giving our Bahá'í point of view, not take sides.

It is not surprising that individual Bahá'ís hold and express different and sometimes defective understandings of the Teachings; this is but an evidence of the magnitude of the change that this Revelation is to effect in human consciousness. As believers with various insights into the Teachings converse -- with patience, tolerance and open and unbiased minds -- a deepening of comprehension should take place. The strident insistence on individual views, however, can lead to contention, which is detrimental not only to the spirit of Bahá'í association and collaboration but to the search for truth itself. Throughout the entire planet the devoted followers of Bahá'u'lláh are labouring to develop further the Bahá'í Administrative Order described by the Guardian "not only as the nucleus but the very pattern of the New World Order", thus setting the foundation for a world civilization destined to yield its dazzling splendour in the centuries to come. They do so notwithstanding the conditions of turmoil and disorder alluded to by Bahá'u'lláh in affirming that "the world's equilibrium hath been upset through the vibrating influence of this most great, this new World Order. For the Bahá'í Teachings do not only preclude the possibility of bigamy, but also, while permitting divorce, consider it a reprehensible act, which should be resorted to only in exceptional circumstances, and when grave issues are involved, transcending such considerations as physical attraction or sexual compatibility and harmony. The institution of marriage, as established by Bahá'u'lláh, while giving due importance to the physical aspect of marital union, considers it as subordinate to the moral and spiritual purposes and functions with which it has been invested by an all-wise and loving Providence. Only when these different values are given each their due importance, and only on the basis of the subordination of the physical to the moral, and the carnal to the spiritual can such excesses and laxity in marital relations as our decadent age is so sadly witnessing be avoided, and family life be restored to its original purity, and fulfil the true function for which it has been instituted by God. The beloved Guardian described that portion of the Feast in which prayers and other passages of the Sacred Scriptures of the Faith are read as being “devotional” in character and stated that its purpose is to inspire a prayerful attitude and stimulate a spirit of reverence in the hearts of the friends. Within this context, the choice of readings is, of course, free and the House of Justice does not wish to give specific directions on what may or may not be read during this portion of the Feast, beyond what the Guardian has already stated. The friends should not allow a difference of views on the subject to become a cause of disagreement and should questions arise, they may be referred to the Local Spiritual Assembly. One and all they leave behind them all that is theirs and empty-handed hasten to the realm beyond, and all their labours shall be in vain. To dust they shall all return, denuded, depressed, disheartened and in utter despair.

But, praised be the Lord, thou art engaged in that which secureth for thee a gain that shall eternally endure; and that is naught but thine attraction to the Kingdom of God, thy faith, and thy knowledge, the enlightenment of thine heart, and thine earnest endeavour to promote the Divine Teachings.

The races of the world, Nordic, Slavonic, Mongolian, Arab and African are alike subjected to its [the Second World War's] consuming violence. The world's religious systems are no less affected by the universal paralysis which is creeping over the minds and souls of men. The persecution of world Jewry, the rapid deterioration of Christian institutions, the intestine division and disorders of Islam, are but manifestations of the fear and trembling that has seized humanity in its hour of unprecedented turmoil and peril. On the high seas, in the air, on land, in the forefront of battle, in the palaces of kings, and the cottages of peasants, in the most hallowed sanctuaries, whether secular or religious, the evidences of God's retributive act and mysterious discipline are manifest. Praise be to God that the spirit of the Holy Writings and tablets which have been revealed in this wondrous Dispensation concerning matters of major or minor importance, whether essential or otherwise, related to the sciences and the arts, to natural philosophy, literature, politics or economics, have so permeated the world that since the inception of the world in the course of past Dispensations and bygone ages nothing like it has ever been seen or heard. Indeed if an avowed follower of Bahá'u'lláh were to immerse himself in, and fathom the depths of, the ocean of these heavenly teachings, and with utmost care and attention deduce from each of them the subtle mysteries and consummate wisdom that lie enshrined therein, such a person's life, materially, intellectually and spiritually, will be safe from toil and trouble, unaffected by setbacks and perils, or any sadness or despondency. Some of the loved ones should establish ties of friendship with the notables of the region and manifest towards them the most affectionate regard. In this manner these men may become acquainted with the Bahá'í way of life, learn of the teachings of the Merciful One, and be informed of the pervasive influence of the Word of God in every quarter of the globe. …capacity is of two kinds: natural capacity and acquired capacity. The first, which is the creation of God, is purely good -- in the creation of God there is no evil; but the acquired capacity has become the cause of the appearance of evil. For example, God has created all men in such a manner and has given them such a constitution and such capacities that they are benefited by sugar and honey and harmed and destroyed by poison. This nature and constitution is innate, and God has given it equally to all mankind. But man begins little by little to accustom himself to poison by taking a small quantity each day, and gradually increasing it, until he reaches such a point that he cannot live without a gram of opium every day. The natural capacities are thus completely perverted. Observe how much the natural capacity and constitution can be changed, until by different habits and training they become entirely perverted. One does not criticize vicious people because of their innate capacities and nature, but rather for their acquired capacities and nature. The circumstances in which the Vehicle of this newborn Revelation, following with such swiftness that of the Báb, received the first intimations of His sublime mission recall, and indeed surpass in poignancy the soul-shaking experience of Moses when confronted by the Burning Bush in the wilderness of Sinai; of Zoroaster when awakened to His mission by a succession of seven visions; of Jesus when coming out of the waters of the Jordan He saw the heavens opened and the Holy Ghost descend like a dove and light upon Him; of Muhammad when in the Cave of Hira, outside of the holy city of Mecca, the voice of Gabriel bade Him “cry in the name of Thy Lord”; and of the Báb when in a dream He approached the bleeding head of the Imám Husayn, and, quaffing the blood that dripped from his lacerated throat, awoke to find Himself the chosen recipient of the outpouring grace of the Almighty. Let there be no misgivings as to the animating purpose of the worldwide Law of Bahá'u'lláh. Far from aiming at the subversion of the existing foundations of society, it seeks to broaden its basis, to remould its institutions in a manner consonant with the needs of an ever-changing world. It can conflict with no legitimate allegiances, nor can it undermine essential loyalties. Its purpose is neither to stifle the flame of a sane and intelligent patriotism in men's hearts, nor to abolish the system of national autonomy so essential if the evils of excessive centralization are to be avoided. It does not ignore, nor does it attempt to suppress, the diversity of ethnical origins, of climate, of history, of language and tradition, of thought and habit, that differentiate the peoples and nations of the world. It calls for a wider loyalty, for a larger aspiration than any that has animated the human race. It insists upon the subordination of national impulses and interests to the imperative claims of a unified world. It repudiates excessive centralization on one hand, and disclaims all attempts at uniformity on the other. Its watchword is unity in diversity ... The House of Justice is aware of the electronic postings on the Internet by Covenant-breakers. While it is closely following this issue, it sees no cause for undue concern. "The Bahá'í World", a Web site developed by the Bahá'í International Community's Office of Public Information, was launched in July 1996. It, together with a range of specialized Bahá'í Internet presentations such as the new "One Country" site, now provides individuals interested in learning about the Bahá'í Faith with a large and ever-expanding body of authentic material on the Faith, attractively presented and illustrated. Sites maintained by Covenant-breaker groups will have a diminishing impact in the context of the information deluge on the Internet and against the background of the authorized Bahá'í source now accessible.

The greatest protection to the Cause will, of course, be through ongoing deepening of the Bahá'í community in the Covenant and the history and teachings of the Faith. To facilitate this, you may wish to bring attention to the availability of the Sacred Text on the Web site "The Bahá'í World" and on the Bahá'í World Centre FTP server.
