There is no task more urgently necessary that the assurance
of perfect harmony and fellowship among the friends, especially between the
Local Assemblies and individual believers. The Local Assemblies should inspire
confidence in the individual believers, and these in their turn should express
their readiness to fully abide by the decisions and directions of the Local
Assembly. The two must learn to co-operate, and to realize that only through
such a co-operation can the institutions of the Cause effectively and
permanently function. While obedience to the Local Assembly should be
unqualified and whole-hearted, yet that body should enforce its decisions in
such a way as to avoid giving the impression that it is animated by dictatorial
motives. The spirit of the Cause is one of mutual co-operation, and not that of
a dictatorship.

Written entirely in His own hand; unsealed, on the ninth day
after His ascension in the presence of nine witnesses chosen from amongst His
companions and members of His Family; read subsequently, on the afternoon of
that same day, before a large company assembled in His Most Holy Tomb,
including His sons, some of the Báb’s kinsmen, pilgrims and resident believers,
this unique and epoch-making Document, designated by Bahá’u’lláh as His “Most
Great Tablet,” and alluded to by Him as the “Crimson Book” in His “Epistle to
the Son of the Wolf,” can find no parallel in the Scriptures of any previous
Dispensation, not excluding that of the Báb Himself. For nowhere in the books
pertaining to any of the world’s religious systems, not even among the writings
of the Author of the Bábí Revelation, do we find any single document
establishing a Covenant endowed with an authority comparable to the Covenant
which Bahá’u’lláh had Himself instituted.

A dynamic process, divinely propelled, possessed of
undreamt-of potentialities, world-embracing in scope, world-transforming in its
ultimate consequences, had been set in motion on that memorable night when the
Báb communicated the purpose of His mission to Mullá Ḥusayn in an obscure
corner of Shíráz. It acquired a tremendous momentum with the first intimations
of Bahá’u’lláh’s dawning Revelation amidst the darkness of the Síyáh-Chál of Ṭihrán.
It was further accelerated by the Declaration of His mission on the eve of His
banishment from Baghdád. It moved to a climax with the proclamation of that
same mission during the tempestuous years of His exile in Adrianople. Its full
significance was disclosed when the Author of that Mission issued His historic
summonses, appeals and warnings to the kings of the earth and the world’s
ecclesiastical leaders. It was finally consummated by the laws and ordinances
which He formulated, by the principles which He enunciated and by the
institutions which He ordained during the concluding years of His ministry in
the prison-city of Akká.

In the "Bayan" the Bab says that every religion of
the past was fit to become universal. The only reason why they failed to attain
that mark was the incompetence of their followers. He then proceeds to give a
definite promise that this would not be the fate of the revelation of "Him
Whom God would make manifest", that it will become universal and include
all the people of the world.

This is 23 May, the anniversary of the message and
Declaration of the Báb. It is a blessed day and the dawn of manifestation, for
the appearance of the Báb was the early light of the true morn, whereas the
manifestation of the Blessed Beauty, Bahá’u’lláh, was the shining forth of the
sun. Therefore, it is a blessed day, the inception of the heavenly bounty, the
beginning of the divine effulgence. On this day in 1844 the Báb was sent forth
heralding and proclaiming the Kingdom of God, announcing the glad tidings of
the coming of Bahá’u’lláh and withstanding the opposition of the whole Persian
nation. Some of the Persians followed Him. For this they suffered the most
grievous difficulties and severe ordeals.

turbulent period of the Heroic Age of the Bahá’í Era, an age which marks the
opening of the most glorious epoch in the greatest cycle which the spiritual

eventful period of the first Bahá’í century. It was ushered in by the birth of
a Revelation whose Bearer posterity will acclaim as the “Point round Whom the

He [the Báb] withstood all persecutions and bore every
suffering and ordeal with unflinching strength. The more His enemies endeavored
to extinguish that flame, the brighter it became. Day by day His Cause spread
and strengthened. During the time when He was among the people He was
constantly heralding the coming of Bahá’u’lláh. In all His Books and Tablets He
mentioned Bahá’u’lláh and announced the glad tidings of His manifestation,
prophesying that He would reveal Himself in the ninth year. He said that in the
ninth year “you will attain to all happiness”; in the ninth year “you will be
blessed with the meeting of the Promised One of Whom I have spoken.” He
mentioned the Blessed Perfection, Bahá’u’lláh, by the title “Him Whom God shall
make manifest.”

With reference to Bahá’u’lláh’s command concerning the
engagement of the believers in some sort of profession: the Teachings are most
emphatic on this matter, particularly the statement in the Aqdas to this effect
which makes it quite clear that idle people who lack the desire to work can
have no place in the new World Order. As a corollary of this principle,
Bahá’u’lláh further states that mendicity should not only be discouraged but
entirely wiped out from the face of society. It is the duty of those who are in
charge of the organization of society to give every individual the opportunity
of acquiring the necessary talent in some kind of profession, and also the
means of utilizing such a talent, both for its own sake and for the sake of
earning the means of his livelihood. Every individual, no matter how
handicapped and limited he may be, is under the obligation of engaging in some
work or profession, for work, especially when performed in the spirit of
service, is according to Bahá’u’lláh a form of worship. It has not only a
utilitarian purpose, but has a value in itself, because it draws us nearer to
God, and enables us to better grasp His purpose for us in this world. It is
obvious, therefore, that the inheritance of wealth cannot make anyone immune
from daily work.

The institution of the House of Justice consists of elected
councils which operate at the local, national and international levels of
society. Bahá’u’lláh ordains both the Universal House of Justice and the Local
Houses of Justice in the Kitáb-i-Aqdas. ‘Abdu’l-Bahá, in His Will and
Testament, provides for the Secondary (National or Regional) Houses of Justice
and outlines the method to be pursued for the election of the Universal House
of Justice.

‘Abdu’l-Bahá used often to say that the difference between a
prophet and an ordinary person is that the latter looks only to the present. He
does not try to imagine the future victories and thereby forget the present
trivial obstructions. The prophet, however, having a deep insight in the future
condition of things sees his ultimate victory and does not get disheartened
even though he sees a whole-sale massacre of his followers.
As Baha’is we should follow the prophet’s method. We know
that the Cause will ultimately conquer and its ranks be fully united. We know
that the Master’s promises will ultimately be realized, therefore why be
discouraged by trivial oppositions we see on our way. We should rather add to
our zeal and persist in our prayers and endeavours...

…God, the Almighty Creator, does not have to justify His
choice of a race or nationality from which to raise up a Manifestation. As all
sacred scriptures tell us, He does as He wills and shall not be asked of His
doing, and we bow in humility before Him. Besides, as you must know,

limitations and are not qualifications attached to the reality of the soul in

The universal Teachings of Baha’u’llah if declared and

As regards the non-political character of the Bahá'í Faith,
Shoghi Effendi feels that there is no contradiction whatsoever between the
Tablet (to Thornton Chase, referred to above) and the reservations to which he
has referred. The Master surely never desired the friends to use their
influence towards the realization and promotion of policies contrary to any of
the principles of the Faith. The friends may vote, if they can do it, without
identifying themselves with one party or another. The matter must be made
perfectly clear to the individuals, who will be left free to exercise their
discretion and judgment. But if a certain person does enter into party politics
and labors for the ascendency of one party over another, and continues to do it
against the expressed appeals and warnings of the Assembly, then the Assembly
has the right to refuse him the right to vote in Bahá'í elections."

The reason for the appearance of a Manifestation of God in a
given place is not to honor a particular people or nation. Shoghi Effendi
indicates a quite different reason in The Advent of Divine Justice and, more
concisely, in a letter to an individual written on his behalf on 23 January
1944:
The ever-recurring miracle in the establishment of every
religion is that such poor instruments accomplish the work of God. It is to
demonstrate the fact that God is the power that overcomes every obstacle, and
that Revelations are divine in origin, that leads Him to always choose the
worst people among whom to manifest His Messenger and the most obscure and
helpless of the population―relatively speaking―to establish the foundations of
His Faith. The Bahá’í Dispensation is no exception to this rule, as you
yourself have observed.

The believers should have confidence in the directions and
orders of their Assembly, even though they may not be convinced of their
justice or right. Once the Assembly, through a majority vote of its members,
comes to a decision the friends should readily obey it. Specially those
dissenting members within the Assembly whose opinion is contrary to that of the
majority of their fellow-members should set a good example before the community
by sacrificing their personal views for the sake of obeying the principle of
majority vote that underlies the functioning of all Bahá'í Assemblies.

In France I was present at a session of the senate, but the
experience was not impressive. Parliamentary procedure should have for its
object the attainment of the light of truth upon questions presented and not
furnish a battleground for opposition and self- opinion. Antagonism and
contradiction are unfortunate and always destructive to truth. In the
parliamentary meeting mentioned, altercation and useless quibbling were
frequent; the result, mostly confusion and turmoil; even in one instance a
physical encounter took place between two members. It was not consultation but
comedy.

Newly enrolled professionals and other experts provide a
great resource for the development of Bahá'í scholarship. It is hoped that, as
they attain a deeper grasp of the Teachings and their significance, they will
be able to assist Bahá'í communities in correlating the beliefs of the Faith
with the current thoughts and problems of the world. In some instances Bahá'ís
of a particular profession have come together in special conferences or
organized themselves into an association for this purpose. This also allows
them to support one another as Bahá'ís and to take advantage of their
professional status to promote the interests of the Faith. Current examples of
professional associations of this type are the Bahá'í Justice Society and the
Bahá'í Medical Association, both in the United States. Special encouragement
should therefore be given to believers of unusual capacity to consecrate their
abilities to the service of the Cause through the unique contribution they can
make to this rapidly developing field of Bahá'í endeavour.

The House of Justice understands your feelings about the
Fast and that you feel somewhat deprived from fully participating in its
effects given that you work during the night and sleep during the day; however,
it is dearly prescribed in the Most Holy Book that fasting is to be observed
from sunrise to sunset and this law cannot be altered to suit the requirements
of those who work such hours. Moreover, as there is no prohibition against sleeping
during any portion of the daily fasting period, you should not feel unduly
concerned. By reading the special prayers for fasting, immersing yourself in
the Word of Cod and meditating profoundly on the significance of this special
time, you will no doubt draw ever nearer to the Blessed Beauty, thereby
receiving the intended benefit of this special period.

These are momentous times. The institutions of the old world
order are crumbling and in disarray. Materialism, greed, corruption and
conflict are infecting the social order with a grave malaise from which it is

energies and commit their resources.

must be assisted to acquire, as quickly as possible, profound knowledge of the
Teachings. Gradually this knowledge will shed new light on their previous
views. At the same time, Bahá'í communities will need to develop greater
tolerance toward ideas that may not coincide with their current understanding,
and remain open to new insights....
