Clearly the establishment of the Kingdom of God on earth is a “political" enterprise, and the Teachings of the Faith are filled with “political" principles—using the word in the sense of the science of government and of the organization of human society. At the same time the Bahá’i world community repeatedly and emphatically denies being a “political" organization and Bahá’is are required, on pain of deprivation of their administrative rights, to refrain from becoming involved in "political" matters and from taking sides in “political" disputes. In other words, the Bahá’is are following a completely different path from that usually followed by those who wish to reform society. They eschew political methods towards the achievement of their aims, and concentrate on revitalizing the hearts, minds and behaviour of people and on presenting a working model as evidence of the reality and practicality of the way of life they propound.

Up to the age of 15 years, children are under the direction of their parents. At the age of 15, they may declare their Faith as a conviction, and be registered as Bahá’í youth, whether the parents are Bahá’ís or not. Children under the age of 15, of Bahá’í parents, who wish to attend meetings and associate with the friends as Bahá’ís may do so. If non-Bahá’í parents permit a child of less than 15 to attend Bahá’í meetings, and in fact, to be a Bahá’í, this is likewise permissible.

So far as the questions you ask are concerned, the following will answer question Number 1, as this is a matter which the Guardian has elucidated.

The direction of the pioneers is entirely in the hands of the National Assemblies under whom they are serving. The Guardian simply enunciates the principle, and then it is up to the National Assemblies to apply that principle. The principle is that pioneers entering the pioneer field should realize that they are going there to represent the Cause, in fact, to be the Cause.

Their minds and their hearts should be centered in their new tasks and in their new environment. They should not be thinking of when they can return home, or when they can go somewhere else. Only when the Faith is firmly established should they give any thought to moving, and then, only in consultation with the National Assembly.

So far as pioneers taking a holiday is concerned, that is entirely in the hands of the National Assembly. You can appreciate that all of this depends upon location, and to a certain extent, funds. If a person feels they need a little change for a week or two, that of course is something which should be handled in each case.

The Guardian does not wish to make any hard and fast rules on any of these matters.

The obligations that must be met by the company of the faithful are made the more pressing by the confusion, distrust, and cloudiness in the world. Indeed, the friends should use every opportunity to shine a light that can illuminate the way and offer assurance to the anxious, hope to the despairing. We are reminded of the counsel given by the Guardian to one Bahá’í community in words that seem intended for our own time: “As the fabric of present-day society heaves and cracks under the strain and stress of portentous events and calamities, as the fissures, accentuating the cleavage separating nation from nation, class from class, race from race, and creed from creed, multiply, the prosecutors of the Plan must evince a still greater cohesion in their spiritual lives and administrative activities, and demonstrate a higher standard of concerted effort, of mutual assistance, and of harmonious development in their collective enterprises.” Always emphasizing the spiritual significance of the work of the Faith and the single-minded resolve with which the believers are to discharge their sacred duties, Shoghi Effendi warned too against having any share in political controversies, entanglements, and bickerings. “Let them rise above all particularism and partisanship,” he urged on another occasion, “above the vain disputes, the petty calculations, the transient passions that agitate the face, and engage the attention, of a changing world.” These are the inevitable foam and spray cast up as wave after wave convulses a turbulent and divided society. Too much is at stake to be occupied with distractions of this kind.

Concerning the attendance of certain individuals at the meeting of the Assemblies and at the invitation of that body. This, Shoghi Effendi considers, to be as expert advice which is absolutely necessary for good administration. The members of the Assembly are not supposed to know everything on every subject, so they can invite a person, versed in that question, to attend their meetings and explain his views. But naturally he will have no right to vote....

This salutary truth we maintain: that the peoples of the earth have always been remembered by their God. In every era of history, that unknowable Reality has opened the gates of grace to the world by sending an Emissary charged with providing the moral and spiritual stimulus that human beings need to cooperate and advance. Many of the names of these great Lights to humankind are lost. But some shine out from the annals of the past as having revolutionized thought, unlocked stores of knowledge, and inspired the rise of civilizations, and Their names continue to be honoured and praised. Each of these spiritual and social visionaries, stainless mirrors of virtue, set out teachings and truths that answered the urgent needs of the age. As the world now faces its most pressing challenges yet, we acclaim Bahá’u’lláh, born two hundred years ago, as such a Figure—indeed, as the One Whose teachings will usher in that long-promised time when all humanity will live side by side in peace and unity.

The condition of being sexually attracted to some object other than a mature member of the opposite sex, a condition of which homosexuality is but one manifestation, is regarded by the Faith as a distortion of true human nature, as a problem to be overcome, no matter what specific physical or psychological condition may be the immediate cause. Any Bahá'í who suffers from such a disability should be treated with understanding, and should be helped to control and overcome it. All of us suffer from imperfections which we must struggle to overcome, and we all need one another's understanding and patience.

To regard homosexuals with prejudice and disdain would be entirely against the spirit of Bahá'í Teachings. The doors are open for all of humanity to enter the Cause of God, irrespective of their present circumstances; this invitation applies to homosexuals as well as to any others who are engaged in practices contrary to the Bahá'í Teachings.

Associated with this invitation is the expectation that all believers will make a sincere and persistent effort to eradicate those aspects of their conduct which are not in conformity with Divine Law. It is through such adherence to the Bahá'í Teachings that a true and enduring unity of the diverse elements of the Bahá'í community is achieved and safeguarded.

If we all choose to tread faithfully His path, surely the day is not far distant when our beloved Cause will have emerged from the inevitable obscurity of a young and struggling Faith into the broad daylight of universal recognition. This is our duty, our first obligation. Therein lies the secret of the success of the Cause we love so well. Therein lies the hope, the salvation of mankind. Are we fully conscious of our responsibilities? Do we realise the urgency, the sacredness, the immensity, the glory of our task?

I entreat you, dear friends, to continue, nay, to redouble your efforts, to keep your vision clear, your hopes undimmed, your determination unshaken, so that the power of God within us may fill the world with all its glory.

Time is short. Opportunities, though multiplying with every passing hour, will not recur, some for yet another century, others never again. However severe the challenge, however multiple the tasks, however short the time, however sombre the world outlook, however limited the material resources of a hard-pressed adolescent community, the untapped sources of celestial strength from which it can draw are measureless in their potencies, and will unhesitatingly pour forth their energizing influences if the necessary daily effort be made and the required sacrifices be willingly accepted.

Dearly beloved friends! Great as is my love and admiration for you, convinced as I am of the paramount share which you can, and will, undoubtedly have in both the continental and international spheres of future Bahá’í activity and service, I feel it nevertheless incumbent upon me to utter, at this juncture, a word of warning. The glowing tributes, so repeatedly and deservedly paid to the capacity, the spirit, the conduct, and the high rank, of the American believers, both individually and as an organic community, must, under no circumstances, be confounded with the characteristics and nature of the people from which God has raised them up. A sharp distinction between that community and that people must be made, and resolutely and fearlessly upheld, if we wish to give due recognition to the transmuting power of the Faith of Bahá’u’lláh, in its impact on the lives and standards of those who have chosen to enlist under His banner. Otherwise, the supreme and distinguishing function of His Revelation, which is none other than the calling into being of a new race of men, will remain wholly unrecognized and completely obscured.

To whoever may read these pages a word of warning seems, however, advisable before I proceed further with the development of my argument. Let no one meditating, in the light of the afore-quoted passages, on the nature of the Revelation of Bahá’u’lláh, mistake its character or misconstrue the intent of its Author. The divinity attributed to so great a Being and the complete incarnation of the names and attributes of God in so exalted a Person should, under no circumstances, be misconceived or misinterpreted. The human temple that has been made the vehicle of so overpowering a Revelation must, if we be faithful to the tenets of our Faith, ever remain entirely distinguished from that “innermost Spirit of Spirits” and “eternal Essence of Essences”—that invisible yet rational God Who, however much we extol the divinity of His Manifestations on earth, can in no wise incarnate His infinite, His unknowable, His incorruptible and all-embracing Reality in the concrete and limited frame of a mortal being. Indeed, the God Who could so incarnate His own reality would, in the light of the teachings of Bahá’u’lláh, cease immediately to be God. So crude and fantastic a theory of Divine incarnation is as removed from, and incompatible with, the essentials of Bahá’í belief as are the no less inadmissible pantheistic and anthropomorphic conceptions of God—both of which the utterances of Bahá’u’lláh emphatically repudiate and the fallacy of which they expose.

This community—the people of Bahá, ardent lovers of ‘Abdu’l-Bahá—now millions strong, has today spread to some one hundred thousand localities in 235 countries and territories. It has emerged from obscurity to occupy its place on the world stage. It has raised a network of thousands of institutions, from the grassroots to the international level, uniting divers peoples in the common purpose of giving expression to Bahá’u’lláh’s teachings for spiritual transformation and social progress. In many a region, its pattern of building vibrant local communities has embraced thousands—and in some, tens of thousands—of souls. In such settings, a new way of life is taking shape, distinguished by its devotional character; the commitment of youth to education and service; purposeful conversation among families, friends, and acquaintances on themes of spiritual and social import; and collective endeavours for material and social progress. {The Sacred Writings of the Faith have been translated into more than eight hundred languages.} The raising of national and local Mashriqu’l-Adhkárs heralds the appearance of thousands of future centres dedicated to worship and service. The world spiritual and administrative centre of the Faith has been established across the twin holy cities of ‘Akká and Haifa. And despite the community’s current, all too obvious limitations when viewed in relation to its ideals and highest aspirations—as well as the distance separating it from the attainment of its ultimate objective, the realization of the oneness of humankind—its resources, its institutional capacity, its ability to sustain systematic growth and development, its engagement with like-minded institutions, and its involvement in and constructive influence on society stand at an unprecedented height of historical achievement.

Stressing the superlative character of His Revelation as compared with the Dispensation preceding it, Bahá’u’lláh makes the following affirmation: “If all the peoples of the world be invested with the powers and attributes destined for the Letters of the Living, the Báb’s chosen disciples, whose station is ten thousand times more glorious than any which the apostles of old have attained, and if they, one and all, should, swift as the twinkling of an eye, hesitate to recognize the light of My Revelation, their faith shall be of no avail and they shall be accounted among the infidels.” “So tremendous is the outpouring of Divine grace in this Dispensation that if mortal hands could be swift enough to record them, within the space of a single day and night there would stream verses of such number as to be equivalent to the whole of the Persian Bayán.”

…there are undoubtedly cases in which the individual finds himself (or herself) unable to eliminate a physical attraction to members of the same sex, even though he succeeds in controlling his behavior. This is but one of the many trials and temptations to which human beings are subject in this life. For Bahá'ís, it cannot alter the basic concept taught by Bahá'u'lláh, that the kind of sexuality purposed by God is the love between a man and a woman, and that its primary (but not its only) purpose is the bringing of children into this world and providing them with a loving and protective environment in which they can be reared to know and love God.

If, therefore, a homosexual cannot overcome his or her condition to the extent of being able to have a heterosexual marriage, he or she must remain single, and abstain from sexual relations. These are the same requirements as for a heterosexual person who does not marry. While Bahá'u'lláh encourages the believers to marry, it is important to note that marriage is by no means an obligation. It is for the individual to decide whether he or she wishes to lead a family life or to live in a state of celibacy.
