He feels that your Assembly must keep before its eyes the balance specified by Bahá'u'lláh, Himself, in other words, justice, reward and retribution. Although the Cause is still young and tender, and many of the believers inexperienced, and therefore loving forbearance is often called for in the place of harsh measures, this does not mean that a National Spiritual Assembly can under any circumstances tolerate disgraceful conduct, flagrantly contrary to our Teachings, on the part of any of its members, whoever they may be and from wherever they may come. You should vigilantly watch over and protect the interests of the Bahá'í Community, and the moment you see that any of the Persian residents in Germany, or, for that matter, German Bahá'ís themselves, are acting in a way to bring disgrace upon the name of the Faith, warn them, and, if necessary, deprive them immediately of their voting rights if they refuse to change their ways. Only in this way can the purity of the Faith be preserved. Compromise and weak measures will obscure the vision of its followers, sap its strength, lower it in the eyes of the public and prevent it from making any progress.

The Master has definitely stated that wages should be unequal, simply because men are unequal in their ability, and hence should receive wages that would correspond to their varying capacities and resources. This view seems to contradict the opinion of some modern economists. There are practically no technical teachings on economics in the Cause, such as banking, the price system, and others. The Cause is not an economic system, nor should its Founders be considered as having been technical economists. The contribution of the Faith to this subject is essentially indirect, as it consists in the application of spiritual principles to our present-day economic system. Bahá'u'lláh has given us a few basic principles which should guide future Bahá'í economists in establishing such institutions as will adjust the economic relationships of the world.

All Islám considers the Qur’án the Word of God. In this sacred Book there are explicit texts which are not traditional, stating that Christ was the Word of God, that He was the Spirit of God, that Jesus Christ came into this world through the quickening breaths of the Holy Spirit and that Mary, His mother, was holy and sanctified. In the Qur’án a whole chapter is devoted to the story of Jesus. It records that in the time of His youth He worshiped God in the temple at Jerusalem, that manna descended from heaven for His sustenance and that He uttered words immediately after His birth. In brief, in the Qur’án there is eulogy and commendation of Christ such as you do not find in the Gospel. The Gospel does not record that the child Jesus spoke at birth or that God caused sustenance to descend from heaven for Him, but in the Qur’án it is repeatedly stated that God sent down manna day by day as food for Him.

His [Baha’u’llah’s] purpose, far from belittling the station of the Prophets gone before Him or of whittling down their teachings, is to restate the basic truths which these teachings enshrine in a manner that would conform to the needs, and be in consonance with the capacity, and be applicable to the problems, the ills and perplexities, of the age in which we live. His mission is to proclaim that the ages of the infancy and of the childhood of the human race are past, that the convulsions associated with the present stage of its adolescence are slowly and painfully preparing it to attain the stage of manhood, and are heralding the approach of that Age of Ages when swords will be beaten into plowshares, when the Kingdom promised by Jesus Christ will have been established, and the peace of the planet definitely and permanently ensured. It seems both strange and pitiful that the Church and clergy should always, in every age, be the most bitter opponents of the very Truth they are continually admonishing their followers to be prepared to receive! They have become so violently attached to the form that the substance itself eludes them!

As regards the membership of the International House of Justice, ‘Abdu’lBahá states in a Tablet that it is confined to men, and that the wisdom of it will be revealed as manifest as the sun in the future. In any case the believers should know that, as ‘Abdu’lBahá Himself has explicitly stated that sexes are equal except in some cases, the exclusion of women from the International House of Justice should not be surprising. You suggest the possibility that, for the good of the Cause, certain information concerning the succession to Shoghi Effendi is being withheld from the believers. We assure you that nothing whatsoever is being withheld from the friends for whatever reason. There is no doubt at all that in the Will and Testament of ‘Abdu’lBahá Shoghi Effendi was the authority designated to appoint his successor, but he had no children and all the surviving Aghsán had broken the Covenant. Thus, as the Hands of the Cause stated in 1957, it is clear that there was no one he could have appointed in accordance with the provisions of the Will. To have made an appointment outside the clear and specific provisions of the Master’s Will and Testament would obviously have been an impossible and unthinkable course of action for the Guardian, the divinely appointed upholder and defender of the Covenant. Moreover, that same Will had provided a clear means for the confirmation of the Guardian’s appointment of his successor, as you are aware. The nine Hands to be elected by the body of the Hands were to give their assent by secret ballot to the Guardian’s choice. In 1957 the entire body of the Hands, after fully investigating the matter, announced that Shoghi Effendi had appointed no successor and left no will. This is documented and established.

Regarding your question concerning helping the poor: The Bahá'ís should not go so far as to refrain from extending charity to the needy, if they are able and willing to do so. However, in this, as in many other things, they should exert moderation. The greatest gift that we can give to the poor and the down-trodden is to aid to build up the divine institutions inaugurated in this day by Bahá'u'lláh as these institutions, and this World Order when established, will eliminate the causes of poverty and the injustices which afflict the poor. We should, therefore, do both, support our Bahá'í Fund, and also be kind and generous to the needy.

Briefly, every nation has a day known as a holiday which they celebrate with joy. In the sacred laws of God, in every cycle and dispensation, there are blessed feasts, holidays and workless days. On such days all kinds of occupations, commerce, industry, agriculture etc., are not allowed. Every work is unlawful. All must enjoy a good time, gather together, hold general meetings, become as one assembly, so that the national oneness, unity and harmony may become personified in all eyes. As it is a blessed day it should not be neglected or without results by making it a day limited to the fruits of mere pleasure. During such blessed days institutions should be founded that may be of permanent benefit and value to the people so that in current conversation and in history it may become widely known that such a good work was inaugurated on such a feast day. Therefore, the intelligent must search and investigate reality to find out what important affair, what philanthropic institutions are most needed and what foundations should be laid for the community on that particular day, so that they may be established. For example, if they find that the community needs morality, then they may lay down the foundation of good morals on that day. If the community be in need of spreading sciences and widening the circle of knowledge, on that day they should proceed in that direction, that is to say, direct the thoughts of all the people to that philanthropic cause. If, however, the community is in need of widening the circle of commerce or industry or agriculture they should start the means so that the desired aim may be attained. If the community needs protection, proper support and care of orphans, they should act upon the welfare of the orphans, etc. Such undertakings that are beneficial to the poor, the weak and the helpless should be pursued in order that, on that day, through the unity of all and through great meetings, results may be obtained, the glory and blessings of that day may be declared and manifest..

He [‘Abdu’l-Baha] is, and should for all time be regarded, first and foremost, as the Center and Pivot of Bahá'u'lláh's peerless and all-enfolding Covenant, His most exalted handiwork, the stainless Mirror of His light, the perfect Exemplar of His teachings, the unerring Interpreter of His Word, the embodiment of every Bahá'í ideal, the incarnation of every Bahá'í virtue, the Most Mighty Branch sprung from the Ancient Root, the Limb of the Law of God, the Being "round Whom all names revolve," the Mainspring of the Oneness of Humanity, the Ensign of the Most Great Peace, the Moon of the Central Orb of this most holy Dispensation -- styles and titles that are implicit and find their truest, their highest and fairest expression in the magic name 'Abdu'l-Bahá. He is, above and beyond these appellations, the "Mystery of God" -- an expression by which Bahá'u'lláh Himself has chosen to designate Him, and which, while it does not by any means justify us to assign to Him the station of Prophethood, indicates how in the person of 'Abdu'l-Bahá the incompatible characteristics of a human nature and superhuman knowledge and perfection have been blended and are completely harmonized.

That is perhaps what is most glorious about our present activities all over the world, that we, a band not large in numbers, not possessing financial backing or the prestige of great names, should, in the name of our beloved Faith, be forging ahead at such a pace, and demonstrating to future and present generations that it is the God-given qualities of our religion that are raising it up and not the transient support of worldly fame and power. When studying at present, in English, the available Bahá’í writings on the subject of body, soul and spirit, one is handicapped by a certain lack of clarity because not all were translated by the same person, and also there are, as you know, still many Bahá’í writings untranslated. But there is no doubt that spirit and soul seem to have been interchanged in meaning sometimes; soul and mind have, likewise, been interchanged in meaning, no doubt due to difficulties arising from different translations. What the Bahá’ís do believe though is that we have three aspects of our humanness, so to speak, a body, a mind and an immortal identity—soul or spirit. We believe the mind forms a link between the soul and the body, and the two interact on each other.

Bahá’u’lláh confirms an injunction contained in the Bayán which makes it unlawful to carry arms, unless it is necessary to do so. With regard to circumstances under which the bearing of arms might be “essential” for an individual, ‘Abdu’l-Bahá gives permission to a believer for self-protection in a dangerous environment. Shoghi Effendi in a letter written on his behalf has also indicated that, in an emergency, when there is no legal force at hand to appeal to, a Bahá’í is justified in defending his life. There are a number of other situations in which weapons are needed and can be legitimately used; for instance, in countries where people hunt for their food and clothing, and in such sports as archery, marksmanship, and fencing.

The conditions of the world present the followers of Bahá'u'lláh with both obstacles and opportunities. In an increasing number of countries we are witnessing the fulfilment of the warnings that the writings of our Faith contain. They will assail not only the spirit which it inculcates, but the administration which is the channel, the instrument, the embodiment of that spirit. A Bahá'í, through this faith in, this "conscious knowledge" of, the reality of divine Revelation, can distinguish, for instance, between Christianity, which is the divine message given by Jesus of Nazareth, and the development of Christendom, which is the history of what men did with that message in subsequent centuries, a distinction which has become blurred if not entirely obscured in current Christian theology. A Bahá'í scholar conscious of this distinction will not make the mistake of regarding the sayings and beliefs of certain Bahá'ís at any one time as being the Bahá'í Faith. The Bahá'í Faith is the Revelation of Bahá'u'lláh: His Own Words as interpreted by 'Abdu'l-Bahá and the Guardian. It is a revelation of such staggering magnitude that no Bahá'í at this early stage in Bahá'í history can rightly claim to have more than a partial and imperfect understanding of it. Thus, Bahá'í historians would see the overcoming of early misconceptions held by the Bahá'í community, or by parts of the Bahá'í community, not as "developments of the Bahá'í Faith" -- as a non-Bahá'í historian might well regard them -- but as growth of that community's understanding of the Bahá'í Revelation.

The Bábí Dispensation was being brought to its close (not prematurely but in its own appointed time), and was yielding its destined fruit and revealing its ultimate purpose—the birth of the Mission of Bahá’u’lláh. In this most dark and dreadful hour a New Light was about to break in glory on Persia’s somber horizon. Prefaced by a laudatory reference to the unity of God, to His Apostles and to the twelve Imáms; unequivocal in its assertion of the divinity of its Author and of the supernatural powers with which His Revelation had been invested; precise in the verses and traditions it cites in confirmation of so audacious a claim; severe in its condemnation of some of the officials and representatives of the Sháh’s administration, particularly of the “wicked and accursed” Husayn Khán; moving in its description of the humiliation and hardships to which its writer had been subjected, this historic document resembles, in many of its features, the Lawh-i-Sultán, the Tablet addressed, under similar circumstances, from the prison-fortress of Akká by Bahá’u’lláh to Násiri’d-Dín Sháh, and constituting His lengthiest epistle to any single sovereign.

The Báb introduced a new calendar, known now as the Badí or Bahá’í calendar. According to this calendar, a day is the period from sunset to sunset. In the Bayán, the Báb ordained the month of ‘Alá to be the month of fasting, decreed that the day of Naw-Rúz should mark the termination of that period, and designated Naw-Rúz as the Day of God. Bahá’u’lláh confirms the Badí calendar wherein Naw-Rúz is designated as a feast.

Naw-Rúz is the first day of the new year. It coincides with the spring equinox in the northern hemisphere, which usually occurs on 21 March. Bahá’u’lláh explains that this feast day is to be celebrated on whatever day the sun passes into the constellation of Aries (i.e. the vernal equinox), even should this occur one minute before sunset. Hence Naw-Rúz could fall on 20, 21, or 22 March, depending on the time of the equinox.

It has become customary in the West to think of science and religion as occupying two distinct -- and even opposed -- areas of human thought and activity. This dichotomy can be characterized in the pairs of antitheses: faith and reason; value and fact. It is a dichotomy which is foreign to Bahá'í thought…. The principle of the harmony of science and religion means not only that religious teachings should be studied with the light of reason and evidence as well as of faith and inspiration, but also that everything in this creation, all aspects of human life and knowledge, should be studied in the light of revelation as well as in that of purely rational investigation. The Bahá'í youth must be taught how to teach the Cause of God. Their knowledge of the fundamentals of the Faith must be deepened and the standard of their education in science and literature enhanced. They must become thoroughly familiar with the language used and the example set by ‘Abdu'l-Bahá in His public addresses throughout the West. They must also be acquainted with those essential prerequisites of teaching as recorded in the Holy Books and Tablets.

The Badí calendar is based on the solar year of 365 days, 5 hours, and 50 odd minutes. The year consists of 19 months of 19 days each (i.e. 361 days), with the addition of four extra days (five in a leap year). The Báb did not specifically define the place for the intercalary days in the new calendar. The Kitáb-i-Aqdas resolves this question by assigning the “excess” days a fixed position in the calendar immediately preceding the month of ‘Alá, the period of fasting.

With these Assemblies, local as well as national, harmoniously, vigorously, and efficiently functioning throughout the Baha’i world, the only means for the establishment of the Supreme House of Justice will have been assured. And when this Supreme Body will have been properly established, it will have to consider afresh the whole situation, and lay down the principle which shall direct, as long as it deems advisable, the affairs of the Cause.

Pending its establishment, and to insure uniformity throughout the East and throughout the West, all local Assemblies will have to be reelected once a year, during the first day of Ridvan, and the result of polling, if possible, be declared on that day.

The exemption of those who are weak due to illness or advanced age from offering the Obligatory Prayers and from fasting is explained in Questions and Answers. Bahá’u’lláh indicates that in “time of ill-health it is not permissible to observe these obligations” (Q and A 93). He defines old age, in this context, as being from seventy (Q and A 74). In answer to a question, Shoghi Effendi has clarified that people who attain the age of seventy are exempt, whether or not they are weak.

Bahá’u’lláh confirms the injunction in the Arabic Bayán regarding the renewal, every nineteen years, of the furnishings of one’s home, provided one is able to do so. ‘Abdu’l-Bahá relates this ordinance to the promotion of refinement and cleanliness. He explains that the purpose of the law is that one should change those furnishings that become old, lose their lustre and provoke repugnance. It does not apply to such things as rare or treasured articles, antiques or jewellery.

His [the Báb’s] qualities were so rare in their nobility and beauty, His personality so gentle and yet so forceful, and His natural charm was combined with so much tact and judgment, that after His Declaration He quickly became in Persia a widely popular figure. O people! Bahá'u'lláh laid the foundation of universal peace fifty years ago. He even addressed Epistles to the kings wherein He declared that war could destroy the foundation of the world of humanity, that peace is conducive to everlasting life and that dire peril awaited mankind. Also three years before the outbreak of the world war 'Abdu'l-Bahá travelled to America and most of Europe, where he raised His voice before all gatherings, societies and churches, appealing: O ye assemblage of men! The continent of Europe hath virtually become an arsenal filled with explosives. There are vast stores of destructive material hidden underground, liable to burst forth at a single spark, causing the whole earth to quake. O ye men of understanding! Bestir yourselves that perchance this accumulation of volatile material may not explode. But the appeal went unheeded and consequently this murderous war broke out.

The university training which you are receiving at present will be of immense help to you in your efforts to present the Message in intellectual circles. In these days when people are so sceptical about religion and look with so much contempt towards religious organizations and movements, there seems to be more need than ever for our young Bahá'ís to be well equipped intellectually, so that they may be in a position to present the Message in a befitting way, and in a manner that would convince every unbiased observer of the effectiveness and power of the Teachings.

We had heard through various channels the wonderful way your children had grown to speak about the Cause in public. Shoghi Effendi's hope is that they will, the three of them, become able and devoted speakers on the Cause and subjects akin to it. To do this properly they will need a firm foundation of scientific and literary training which fortunately they are obtaining. It is just as important for the Bahá'í young boys and girls to become properly educated in colleges of high standing as it is to be spiritually developed. The mental as well as the spiritual side of the youth has to be developed before he can serve the Cause efficiently.

…the question of universal peace, about which Bahá'u'lláh says that the Supreme Tribunal must be established: although the League of Nations has been brought into existence, yet it is incapable of establishing universal peace. But the Supreme Tribunal which Bahá'u'lláh has described will fulfil this sacred task with the utmost might and power. And His plan is this: that the national assemblies of each country and nation -- that is to say parliaments -- should elect two or three persons who are the choicest of that nation, and are well informed concerning international laws and the relations between governments and aware of the essential needs of the world of humanity in this day. The number of these representatives should be in proportion to the number of inhabitants of that country. The election of these souls who are chosen by the national assembly, that is, the parliament, must be confirmed by the upper house, the congress and the cabinet and also by the president or monarch so these persons may be the elected ones of all the nation and the government. The Supreme Tribunal will be composed of these people, and all mankind will thus have a share therein, for every one of these delegates is fully representative of his nation. [1]

The only known record of the Báb’s having been seen by a European belongs to the period of His persecution when an English physician resident in Tabríz, Dr. Cormick, was called in by the Persian authorities to pronounce on the Báb’s mental condition. The doctor’s letter, addressed to a fellow practitioner in an American mission in Persia, is given in Professor E. G. Browne’s “Materials for the Study of the Bábí Religion.” “You ask me,” writes the doctor, “for some particulars of my interview with the founder of the sect known as Bábís. Nothing of any importance transpired in this interview, as the Báb was aware of my having been sent with two other Persian doctors to see whether he was of sane mind or merely a madman, to decide the question whether he was to be put to death or not. With this knowledge he was loth to answer any questions put to him… He was a very mild and delicate-looking man, rather small in stature and very fair for a Persian, with a melodious soft voice, which struck me much. Being a Siyyid, he was dressed in the habit of that sect, as were also his two companions. In fact his whole look and deportment went far to dispose one in his favour. Of his doctrine I heard nothing from his own lips, although the idea was that there existed in his religion a certain approach to Christianity. He was seen by some Armenian carpenters, who were sent to make some repairs in his prison, reading the Bible, and he took no pains to conceal it, but on the contrary told them of it. Most assuredly the Musulman fanaticism does not exist in his religion, as applied to Christians, nor is there that restraint of females that now exists.”

The locus of activity for the bicentenaries is to be at the local level.  The House of Justice anticipates that in countless places across the world, both rural settings and urban centres, the friends will find creative ways to honour the Twin Manifestations Whose lives and sacred missions will be recalled on Their anniversaries.  There might also be an opportunity for initiatives at the national level, which could include a gathering to which dignitaries and prominent individuals who have a relationship with the Faith could be invited.  But the most distinguishing feature of these bicentenaries will be a tremendous flourishing of activity by Bahá’ís and their friends in local communities.  It should be noted that, although each anniversary is associated primarily with just one of the Manifestations, in each case the celebrations ought to encompass both of the Twin Birthdays, and events may be spread out across the full length of the two days.  Naturally, these Holy Days will also be marked at the Bahá’í World Centre by those pilgrims, visitors, and staff who are in the Holy Land at the time.

As indicated in the 29 December message, these Holy Days [the two bicentenaries] should be viewed as special opportunities for the friends to reach out to the widest possible cross-section of society and to all those with whom they share a connection—whether through a family tie or common interest, an occupation or field of study, neighbourly relations or merely chance acquaintance—so that all may rejoice in the appearance, exactly two hundred years before, of One Who was to be the Bearer of a new Message for humankind.
