A more significant light… is shed on this episode, marking the Declaration of the Mission of the Báb, by the perusal of that “first, greatest and mightiest” of all books in the Bábí Dispensation, the celebrated commentary on the Súrih of Joseph, the first chapter of which, we are assured, proceeded, in its entirety, in the course of that night of nights from the pen of its divine Revealer. The description of this episode by Mullá Husayn, as well as the opening pages of that Book attest the magnitude and force of that weighty Declaration. A claim to be no less than the mouthpiece of God Himself, promised by the Prophets of bygone ages; the assertion that He was, at the same time, the Herald of One immeasurably greater than Himself; the summons which He trumpeted forth to the kings and princes of the earth; the dire warnings directed to the Chief Magistrate of the realm, Muhammad Sháh; the counsel imparted to Hájí Mírzá Aqásí to fear God, and the peremptory command to abdicate his authority as grand vizir of the Sháh and submit to the One Who is the “Inheritor of the earth and all that is therein”; the challenge issued to the rulers of the world proclaiming the self-sufficiency of His Cause, denouncing the vanity of their ephemeral power, and calling upon them to “lay aside, one and all, their dominion,” and deliver His Message to “lands in both the East and the West”—these constitute the dominant features of that initial contact that marked the birth, and fixed the date, of the inception of the most glorious era in the spiritual life of mankind.

If one of the friends ... be appointed to a high administrative office, he should strive diligently to perform the duties committed to his charge with perfect honesty, integrity, sincerity, rectitude and uprightness. If, however, he abuse his position through corrupt or mercenary behaviour, he will be held in detestation at the Threshold of Grandeur and incur the wrath of the Abha Beauty -- nay, he shall be forsaken by the one true God and all who adore Him. So far from acting thus, he should content himself with his salary and allowances, seek out the way of righteousness, and dedicate his life to the service of state and people. Such must be the conduct and bearing of the Bahá'ís. Whoso transgresseth these bounds shall fall at length into manifest loss.

…the Dispensation of Bahá’u’lláh… a Dispensation which, as the Author of the Faith has Himself categorically asserted, must extend over a period of no less than one thousand years, and which will constitute the first stage in a series of Dispensations, to be established by future Manifestations, all deriving their inspiration from the Author of the Bahá’í Revelation, and destined to last, in their aggregate, no less than five thousand centuries.

Efforts to participate in the discourses of society constitute a third area of action in which the friends are engaged. Such participation can occur at all levels of society, from the local to the international, through various types of interactions—from informal discussions on Internet forums and attendance at seminars, to the dissemination of statements and contact with government officials. What is important is for Bahá’ís to be present in the many social spaces in which thinking and policies evolve on any one of a number of issues — on governance, the environment, climate change, the equality of men and women, human rights, to mention a few — so that they can, as occasions permit, offer generously, unconditionally and with utmost humility the teachings of the Faith and their experience in applying them as a contribution to the betterment of society. Of course, care should be exercised that the friends involved in this area of activity avoid overstating the Bahá’í experience and drawing attention to fledging efforts of the Bahá’í community which are best left to come to maturity without interference, such as the junior youth spiritual empowerment program. The development of instruments, methods and approaches for this area of activity is a chief concern of the Institute for Studies in Global Prosperity, based here at the Bahá’í World Centre.

No Guardian of the Faith, I feel it my solemn duty to place on record, can ever claim to be the perfect exemplar of the teachings of Bahá’u’lláh or the stainless mirror that reflects His light. Though overshadowed by the unfailing, the unerring protection of Bahá’u’lláh and of the Báb, and however much he may share with ‘Abdu’l-Bahá the right and obligation to interpret the Bahá’í teachings, he remains essentially human and cannot, if he wishes to remain faithful to his trust, arrogate to himself, under any pretense whatsoever, the rights, the privileges and prerogatives which Bahá’u’lláh has chosen to confer upon His Son. In the light of this truth to pray to the Guardian of the Faith, to address him as lord and master, to designate him as his holiness, to seek his benediction, to celebrate his birthday, or to commemorate any event associated with his life would be tantamount to a departure from those established truths that are enshrined within our beloved Faith. The fact that the Guardian has been specifically endowed with such power as he may need to reveal the purport and disclose the implications of the utterances of Bahá’u’lláh and of ‘Abdu’l-Bahá does not necessarily confer upon him a station co-equal with those Whose words he is called upon to interpret. He can exercise that right and discharge this obligation and yet remain infinitely inferior to both of them in rank and different in nature.

…in addition to the Spiritual Assemblies, the Bahá’í Administrative Order also contains the institutions of the Continental Boards of Counselors and their Auxiliary Boards. Their endeavors, with the individuals, the community and the institutions, are intended to help maintain the true spirit of the Faith, to counsel the governing institutions and to assist them to attain the high ideals set before them by Bahá’u’lláh and the Master. As the House of Justice wrote in a letter dated 24 April 1972: “The existence of institutions of such exalted rank, comprising individuals who play such a vital role, who yet have no legislative, administrative or judicial authority, and are entirely devoid of priestly functions or the right to make authoritative interpretations, is a feature of Bahá’í administration unparalleled in the religions of the past.” The House of Justice went on to comment that, only as the Bahá’í community grows, and the believers are increasingly able to contemplate its administrative structure uninfluenced by concepts from past ages, will the vital interdependence of these two arms of the administration be properly understood and the value of their interaction be fully recognized.

…the time has come when religious leadership must face honestly and without further evasion the implications of the truth that God is one and that, beyond all diversity of cultural expression and human interpretation, religion is likewise one. It was intimations of this truth that originally inspired the interfaith movement and that have sustained it through the vicissitudes of the past one hundred years. Far from challenging the validity of any of the great revealed faiths, the principle has the capacity to ensure their continuing relevance. In order to exert its influence, however, recognition of this reality must operate at the heart of religious discourse…

“This Revelation,” Mullá Husayn has further testified, “so suddenly and impetuously thrust upon me, came as a thunderbolt which, for a time, seemed to have benumbed my faculties. I was blinded by its dazzling splendor and overwhelmed by its crushing force. Excitement, joy, awe, and wonder stirred the depths of my soul. Predominant among these emotions was a sense of gladness and strength which seemed to have transfigured me. How feeble and impotent, how dejected and timid, I had felt previously! Then I could neither write nor walk, so tremulous were my hands and feet. Now, however, the knowledge of His Revelation had galvanized my being. I felt possessed of such courage and power that were the world, all its peoples and its potentates, to rise against me, I would, alone and undaunted, withstand their onslaught. The universe seemed but a handful of dust in my grasp. I seemed to be the voice of Gabriel personified, calling unto all mankind: ‘Awake, for, lo! the morning Light has broken. The House of Justice is fully committed to fostering the development of Bahá’í scholarly activity in all parts of the Bahá’í world. Through their scholarly endeavours believers are able to enrich the intellectual life of the Bahá’í community, to explore new insights into the Bahá’í teachings and their relevance to the needs of society, and to attract the investigation of the Faith by thoughtful people from all backgrounds. Far from being a diversion from the worldwide effort to advance the process of entry by troops, Bahá’í scholarship can be a powerful reinforcement to that endeavour and a valuable source of new enquirers.

With the institute process so well advanced and the core activities flourishing in cluster after cluster, a systematic pattern of action has taken root in your community, and you can have every confidence that provisions are now in place to ensure Bahá’u’lláh’s message reaches increasing numbers of people of all ages and backgrounds in your country. It will be essential, of course, for momentum to be maintained — indeed, accelerated. But there is no doubt that the prospects for the growth of the Australian Bahá’í community are bright.

Like so many communities worldwide, then, yours will find itself being drawn further and further into the life of society in the years ahead as a natural consequence of its continued expansion and consolidation. The greater the clarity of thought you maintain about the nature of this challenge, already showing signs of the pressing demands it brings, the more effective will be the response of your community in meeting it.

This sacred day when the sun illumines equally the whole earth is called the equinox and the equinox is the symbol of the divine messenger. The sun of truth rises on the horizon of divine mercy and sends forth its rays on all. This is the beginning of the spring. When the sun appears at the equinox it causes a movement in all living things. The mineral world is set in motion,, plants begin to sprout, the desert is changed into a prairie, trees bud and every living thing responds, including the bodies of animals and men.

The rising of the sun at the equinox is the symbol of life and the human reality is revivified; our thoughts are transformed and our intelligence is quickened. The sun of truth bestows eternal life, just as the solar sun is the cause of terrestrial life.

The day of the appearance of God's messenger on earth is ever a sacred day, a day when man commemorates his lord.

Among the ancient Persians this day was looked upon as the holy day of the year - a day when hospitals and charitable institutions were founded, collections for the poor were made and every effort put forth that it might not be allowed to pass without leaving some divine trace and throughout Persia one sees these historical traces.

The appearances of the Manifestations of God are the divine springtime. When Christ appeared in this world, it was like the vernal bounty; the outpouring descended; the effulgences of the Merciful encircled all things; the human world found new life. Even the physical world partook of it. The divine perfections were upraised; souls were trained in the school of heaven so that all grades of human existence received life and light. Then by degrees these fragrances of heaven were discontinued; the season of winter came upon the world; the beauties of spring vanished; the excellences and perfections passed away; the lights and quickening were no longer evident; the phenomenal world and its materialities conquered everything; the spiritualities of life were lost; the world of existence became life unto a lifeless body; there was no trace of the spring left.

Bahá’u’lláh has come into this world. He has renewed that springtime. The same fragrances are wafting; the same heat of the Sun is giving life; the same cloud is pouring its rain, and with our own eyes we see that the world of existence is advancing and progressing. The human world has found new life.

The followers of Bahá’u’lláh throughout the world, of every gender, race and ethnicity, are working alongside their friends and colleagues to build a society rooted in justice and characterized by unity — a society in which individuals see their outward differences as a reflection of the beauty and perfection of the multi-hued rose garden of humanity and in which, drawing inspiration from the Divine teachings and applying their God-given talents, they labour confidently to further the progress of an ever-advancing civilization. Bahá’ís consider it a priceless bounty to participate in this momentous enterprise and recognize that its success depends, in no small measure, on the acquisition of high moral standards. The family unit, the nucleus of human society, constitutes a space within which praiseworthy morals and essential capacities must be developed, for the habits and patterns of conduct nurtured in the home are carried into the workplace, into the social and political life of the country, and finally into the arena of international relations.

At Ridván 2002, we addressed an open letter to the world’s religious leaders. Our action arose out of awareness that the disease of sectarian hatreds, if not decisively checked, threatens harrowing consequences that will leave few areas of the world unaffected. The letter acknowledged with appreciation the achievements of the interfaith movement, to which Bahá’ís have sought to contribute since an early point in the movement’s emergence. Nevertheless, we felt we must be forthright in saying that, if the religious crisis is to be addressed as seriously as is occurring with respect to other prejudices afflicting humankind, organized religion must find within itself a comparable courage to rise above fixed conceptions inherited from a distant past.

There are no set forms of meditation prescribed in the teachings, no plan, as such, for inner development. The friends are urged -- nay enjoined -- to pray, and they also should meditate, but the manner of doing the latter is left entirely to the individual. The inspiration received through meditation is of a nature that one cannot measure or determine. God can inspire into our minds things that we had no previous knowledge of, if He desires to do so.

Every follower of Baha'u'llah conscious of the forces of integration and disintegration operating in society today sees the relationship between the rise in receptivity to the Faith in all parts of the globe and the failings of the world's systems. That such receptivity will increase as the agonies of humanity deepen is certain. Let there be no mistake: The capacity building that has been set in motion to respond to mounting receptivity is still in its earliest stages. The magnitude of the demands of a world in disarray will test this capacity to its limits in the years ahead.

Humanity is battered by forces of oppression, whether generated from the depths of religious prejudice or the pinnacles of rampant materialism. Baha'is are able to discern the causes of this affliction. "What 'oppression' is more grievous", Baha'u’llah asks, "than that a soul seeking the truth, and wishing to attain unto the knowledge of God, should know not where to go for it and from whom to seek it?" There is no time to lose. Continued progress must be achieved in the activity and development of the three participants in the Plan.

In considering the problems that you and your wife are experiencing, the House of Justice points out that the unity of your family should take priority over any other consideration. Bahá'u'lláh came to bring unity to the world, and a fundamental unity is that of the family. Therefore, we must believe that the Faith is intended to strengthen the family, not weaken it. For example, service to the Cause should not produce neglect of the family. It is important for you to arrange your time so that your family life is harmonious and your household receives the attention it requires.

Bahá'u'lláh also stressed the importance of consultation. We should not think this worthwhile method of seeking solutions is confined to the administrative institutions of the Cause. Family consultation employing full and frank discussion, and animated by awareness of the need for moderation and balance, can be the panacea for domestic conflict. Wives should not attempt to dominate their husbands, nor husbands their wives....

… [concerning] the question of the membership of the Universal House of Justice being restricted to men. This, likewise, is a provision of the Sacred Writings, as stated clearly by both ‘Abdu’l-Bahá and the Guardian. It should be viewed in the light of the principle mentioned above, that election to institutions of Bahá’í administration is regarded as a summons to service and not as an accession to power. It is also significant that the Universal House of Justice has itself written that the fact that its membership is restricted to men cannot be used as an indication that men excel women or that the Bahá’í principle of the equality of the sexes is not valid. As you know, it is a mandate of the Universal House of Justice to ensure the establishment of the equality of men and women, and you are undoubtedly aware of the vigor with which the Bahá’ís are putting this into effect.

The Universal House of Justice has received your letter of 1 December 1993 in which you explain that complications arising from a chronic heart condition have left you in a weakened state, and request a definition of "ill health" as it relates to the exemption from obligatory prayers and fasting under these circumstances. We have been asked to respond.

The following excerpt from a letter dated 14 April 1947 written on behalf of the Guardian provides instruction for determining whether one should participate in the Fast. As to your question regarding the Fast: if there is any doubt in the mind of a person as to whether it will really be bad for that person's health to keep it, the best doctor's advice should be obtained. Insofar as the exemption from the saying of obligatory prayers is concerned, this is left to the conscience of the individual.

The Universal House of Justice has received your letter of 7 March 1991 concerning exemption from fasting and obligatory prayers in the case of an individual suffering from alcoholism. We have been asked to convey the following. 

Regarding the Fast, as you know, there is exemption for those who are ill. The answer to your question, therefore, should be determined on the basis of competent medical advice. Ultimately, the keeping of the Fast and saying of the obligatory prayers are left to the conscience of the individual.

A successor or vicegerent the Báb never named, an interpreter of His teachings He refrained from appointing. So transparently clear were His references to the Promised One, so brief was to be the duration of His own Dispensation, that neither the one nor the other was deemed necessary. All He did was, according to the testimony of ‘Abdu’l-Bahá in “A Traveller’s Narrative,” to nominate, on the advice of Bahá’u’lláh and of another disciple, Mírzá Yahyá, who would act solely as a figure-head pending the manifestation of the Promised One, thus enabling Bahá’u’lláh to promote, in relative security, the Cause so dear to His heart.

Regarding your question concerning the Fast: Travellers are exempt from fasting, but if they want to fast while they are travelling, they are free to do so. You are exempt the whole period of your travel, not just the hours you are in a train or car, etc. If one eats unconsciously during the fasting hours, this is not breaking the Fast as it is an accident. The age limit is 70 years, but if one desires to fast after the age limit is passed, and is strong enough to, one is free to do so. If during the Fast period a person falls ill and is unable to fast, but recovers before the Fast period is over, he can start to fast again and continue until the end. Of course the Fast, as you know, can only be kept during the month set aside for that purpose.

The laws of God, such as fasting, obligatory prayer and the like, as well as His counsels regarding virtues, good deeds and proper conduct, must be carried out everywhere to the extent possible, unless some insurmountable obstacle or some great danger presents itself or it runneth counter to the dictates of wisdom. For indolence and laxity hinder the outpourings of love from the clouds of divine mercy, and people will thus remain deprived.

It is often difficult for us to do things because they are so very different from what we are used to, not because the thing itself is particularly difficult. With you, and indeed most Bahá'ís, who are now, as adults, accepting this glorious Faith, no doubt some of the ordinances, like fasting and daily prayer, are hard to understand and obey at first. But we must always think that these things are given to all men for a thousand years to come. For Bahá'í children who see these things practiced in the home, they will be as natural and necessary a thing as going to church on Sunday was to the more pious generation of Christians. Bahá'u'lláh would not have given us these things if they would not greatly benefit us, and, like children who are sensible enough to realize their father is wise and does what is good for them, we must accept to obey these ordinances even though at first we may not see any need for them. As we obey them we will gradually come to see in ourselves the benefits they confer.

In the realm of worship, fasting and obligatory prayer constitute the two mightiest pillars of God's holy Law. Neglecting them is in no wise permitted, and falling short in their performance is of a certainty not acceptable. In the Tablet of Visitation He saith: "I beseech God, by Thee and by them whose faces have been illumined with the splendours of the light of Thy countenance, and who, for love of Thee, have observed all whereunto they were bidden." He declareth that observance of the commands of God deriveth from love for the beauty of the Best-Beloved. The seeker, when immersed in the ocean of the love of God, will be moved by intense longing and will arise to carry out the laws of God. Thus, it is impossible that a heart which containeth the fragrance of God's love should yet fail to worship Him, except under conditions when such an action would agitate the enemies and stir up dissension and mischief. Otherwise, a lover of the Abhá Beauty will assuredly and continually demonstrate perseverance in the worship of the Lord.

The Báb introduced a new calendar, known now as the Badi' or Bahá'í calendar … According to this calendar, a day is the period from sunset to sunset. In the Bayan, the Báb ordained the month of Ala' to be the month of fasting, decreed that the day of Naw-Ruz should mark the termination of that period, and designated Naw-Ruz as the Day of God. Bahá'u'lláh confirms the Badi' calendar wherein Naw-Ruz is designated as a feast. Naw-Ruz is the first day of the new year. It coincides with the spring equinox in the northern hemisphere, which usually occurs on 21 March. Bahá'u'lláh explains that this feast day is to be celebrated on whatever day the sun passes into the constellation of Aries (i.e. the vernal equinox), even should this occur one minute before sunset (Q and A 35). Hence Naw-Ruz could fall on 20, 21, or 22 March, depending on the time of the equinox. Bahá'u'lláh has left the details of many laws to be filled in by the Universal House of Justice. Among these are a number of matters affecting the Bahá'í calendar. The Guardian has stated that the implementation, worldwide, of the law concerning the timing of Naw-Ruz will require the choice of a particular spot on earth which will serve as the standard for the fixing of the time of the spring equinox. He also indicated that the choice of this spot has been left to the decision of the Universal House of Justice.

As regards the celebration of the Christian Holidays by the believers; it is surely preferable and even highly advisable that the friends should in their relation to each other discontinue observing such holidays as Christmas and New Years, and to have their festal gatherings of this nature instead during the intercalary days and Naw-Ruz.
