“That day,” wrote an eyewitness, describing the reaction of the community to the news of Bahá’u’lláh’s approaching departure, “witnessed a commotion associated with the turmoil of the Day of Resurrection. Methinks, the very gates and walls of the city wept aloud at their imminent separation from the Abhá Beloved. The first night mention was made of His intended departure His loved ones, one and all, renounced both sleep and food.... Not a soul amongst them could be tranquillized. Many had resolved that in the event of their being deprived of the bounty of accompanying Him, they would, without hesitation, kill themselves.... Gradually, however, through the words which He addressed them, and through His exhortations and His loving-kindness, they were calmed and resigned themselves to His good-pleasure.” For every one of them, whether Arab or Persian, man or woman, child or adult, who lived in Baghdád, He revealed during those days, in His own hand, a separate Tablet. In most of these Tablets He predicted the appearance of the “Calf” and of the “Birds of the Night,” allusions to those who, as anticipated in the Tablet of the Holy Mariner, and foreshadowed in the dream quoted above, were to raise the standard of rebellion and precipitate the gravest crisis in the history of the Faith. Already, as Nabíl has pointed out in his narrative, Bahá’u’lláh had, in the course of His discourses, during the last years of His sojourn in Baghdád, alluded to the period of trial and turmoil that was inexorably approaching, exhibiting a sadness and heaviness of heart which greatly perturbed those around Him. A dream which He had at that time, the ominous character of which could not be mistaken, served to confirm the fears and misgivings that had assailed His companions. “I saw,” He wrote in a Tablet, “the Prophets and the Messengers gather and seat themselves around Me, moaning, weeping and loudly lamenting. Amazed, I inquired of them the reason, whereupon their lamentation and weeping waxed greater, and they said unto me: ‘We weep for Thee, O Most Great Mystery, O Tabernacle of Immortality!’ They wept with such a weeping that I too wept with them. Thereupon the Concourse on high addressed Me saying: ‘...Erelong shalt Thou behold with Thine own eyes what no Prophet hath beheld.... Be patient, be patient.’... They continued addressing Me the whole night until the approach of dawn.” “Oceans of sorrow,” Nabíl affirms, “surged in the hearts of the listeners when the Tablet of the Holy Mariner was read aloud to them.... When you call on the Mercy of God waiting to reinforce you, your strength will be tenfold. Look at me: I am so feeble, yet I have had the strength given me to come amongst you: a poor servant of God, who has been enabled to give you this message! I shall not be with you long! One must never consider one's own feebleness, it is the strength of the Holy Spirit of Love, which gives the power to teach. The thought of our own weakness could only bring despair. The weight of the potentialities with which this Faith, possessing no peer or equal in the world’s spiritual history, and marking the culmination of a universal prophetic cycle, has been endowed, staggers our imagination. The brightness of the millennial glory which it must shed in the fullness of time dazzles our eyes. The magnitude of the shadow which its Author will continue to cast on successive Prophets destined to be raised up after Him eludes our calculation.

Already in the space of less than a century the operation of the mysterious processes generated by its creative spirit has provoked a tumult in human society such as no mind can fathom. Itself undergoing a period of incubation during its primitive age, it has, through the emergence of its slowly-crystallizing system, induced a fermentation in the general life of mankind designed to shake the very foundations of a disordered society, to purify its life-blood, to reorientate and reconstruct its institutions, and shape its final destiny. As to the differences among human beings and the superiority or inferiority of some individuals to others … The Manifestations of God …affirm that differences are demonstrably and indisputably innate, and that "We have caused some of you to excel others"[Qur'án 17:22] is a proven and inescapable fact. It is certain that human beings are, by their very nature, different one from the other. Observe a small group of children, born of the same parents, attending the same school, receiving the same education, living on the same diet: some, becoming well educated, will achieve a high degree of advancement; some will reach a middle level; and some will not prove educable at all. As to question number 6 concerning the sale of alcohol by a believer, as you state, obviously he should cease to deal in the sale of alcohol in his shop. However, as he is a new believer and was engaged in this business before becoming a Bahá'í, he should be given a reasonable opportunity to find another means whereby he can earn a living and should be given every assistance by the National Spiritual Assembly to do so. He should be treated with patience and understanding, especially if he is making efforts to dispose of this business and to seek other employment. However, if after a reasonable time has elapsed and no effort has been made to comply with the Bahá'í law, then, as a last resort, the Assembly would have no alternative but to suspend his administrative rights. These standards of Bahá'í conduct, which he himself has set forth in his last general epistle, "The Advent of Divine Justice", and which it should be the paramount duty of every loyal and conscientious believer to endeavour to uphold and promote, deserve serious study and meditation, and should constitute the main central theme of this year's programme at all the three Bahá'í Summer Schools in the States. Might not the following passage of the Hidden Words be, likewise, construed as an allegorical allusion to the progressiveness of Divine Revelation and an admission by its Author that the Message with which He has been entrusted is not the final and ultimate expression of the will and guidance of the Almighty? “O Son of Justice! In the night-season the beauty of the immortal Being hath repaired from the emerald height of fidelity unto the Sadratu’l-Muntahá, and wept with such a weeping that the concourse on high and the dwellers of the realms above wailed at His lamenting. Whereupon there was asked, Why the wailing and weeping? He made reply: As bidden I waited expectant upon the hill of faithfulness, yet inhaled not from them that dwell on earth the fragrance of fidelity. Then summoned to return I beheld, and lo! certain doves of holiness were sore tried within the claws of the dogs of earth. Thereupon the Maid of heaven hastened forth unveiled and resplendent from Her mystic mansion, and asked of their names, and all were told but one. And when urged, the first letter thereof was uttered, whereupon the dwellers of the celestial chambers rushed forth out of their habitation of glory. What else can my pen recount? So loud is the call that reverberates from the Abhá Kingdom that mortal ears are well-nigh deafened with its vibrations. The whole creation, methinks, is being disrupted and is bursting asunder through the shattering influence of the Divine summons issued from the throne of glory. It should not be forgotten that it was the kings of the earth and the world’s religious leaders who, above all other categories of men, were made the direct recipients of the Message proclaimed by both the Báb and Bahá’u’lláh. It was they who were deliberately addressed in numerous and historic Tablets, who were summoned to respond to the Call of God, and to whom were directed, in clear and forcible language, the appeals, the admonitions and warnings of His persecuted Messengers. It was they who, when the Faith was born, and later when its mission was proclaimed, were still, for the most part, wielding unquestioned and absolute civil and ecclesiastical authority over their subjects and followers. It was they who, whether glorying in the pomp and pageantry of a kingship as yet scarcely restricted by constitutional limitations, or entrenched within the strongholds of a seemingly inviolable ecclesiastical power, assumed ultimate responsibility for any wrongs inflicted by those whose immediate destinies they controlled. It would be no exaggeration to say that in most of the countries of the European and Asiatic continents absolutism, on the one hand, and complete subservience to ecclesiastical hierarchies, on the other, were still the outstanding features of the political and religious life of the masses. These, dominated and shackled, were robbed of the necessary freedom that would enable them to either appraise the claims and merits of the Message proffered to them, or to embrace unreservedly its truth. Mírzá Husayn-‘Alí, surnamed Bahá’u’lláh (the Glory of God), a native of Mázindarán, Whose advent the Báb [Herald and Forerunner of Bahá’u’lláh] had foretold, ... was imprisoned in Tihrán, was banished, in 1852, from His native land to Baghdád, and thence to Constantinople and Adrianople, and finally to the prison city of Akká, where He remained incarcerated for no less than twenty-four years, and in whose neighborhood He passed away in 1892. In the course of His banishment, and particularly in Adrianople and Akká, He formulated the laws and ordinances of His Dispensation, expounded, in over a hundred volumes, the principles of His Faith, proclaimed His Message to the kings and rulers of both the East and the West, both Christian and Muslim, addressed the Pope, the Caliph of Islám, the Chief Magistrates of the Republics of the American continent, the entire Christian sacerdotal order, the leaders of Shí’ih and Sunní Islám, and the high priests of the Zoroastrian religion. In these writings He proclaimed His Revelation, summoned those whom He addressed to heed His call and espouse His Faith, warned them of the consequences of their refusal, and denounced, in some cases, their arrogance and tyranny.... The teachings of Bahá'u'lláh will establish a new way of life for humanity. Those who are Bahá'ís must endeavour to establish this way of life just as rapidly as possible. Now that the hour has arrived when the Bahá'í Faith is gaining prominence, and is being reviewed by so many peoples, it is necessary that the adherents of the Faith should live up to the high ideals of the Faith in every way. In this way they can demonstrate that the Bahá'í Faith does create a new way of life, which brings to the individual a complete association with the Will of God, and thus the establishment of a peaceful and universal society. Bahá'í teachings on sexual morality centre on marriage and the family as the bedrock of the whole structure of human society and are designed to protect and strengthen that divine institution. Thus Bahá'í law restricts permissible sexual intercourse to that between a man and the woman to whom he is married.

Thus, it should not be so much a matter of whether a practicing homosexual can be a Bahá'í as whether, having become a Bahá'í, the homosexual can overcome his problem through knowledge of the teachings and reliance on Bahá'u'lláh. …the deductions and conclusions of individual learned men have no authority, unless they are endorsed by the House of Justice. The difference is precisely this, that from the conclusions and endorsements of the body of the House of Justice whose members are elected by and known to the worldwide Bahá’í community, no differences will arise; whereas the conclusions of individual divines and scholars would definitely lead to differences, and result in schism, division, and dispersion. There are certain teachings and exhortations the observance of which is solely between the individual and God; the non-observance of other laws and ordinances incurs some form of sanction. Some of these violations incur punishment for a single offence, while others are punished only after repeated warnings have failed to remedy the violation. It is not possible to establish a single rule applicable automatically and invariably. Every case is different, and there is more than one variable consideration to take into account, for example, the circumstances of the individual, the degree to which the good name of the Faith is involved, whether the offence is blatant and flagrant. Over and over again the beloved Guardian urged Assemblies to be extremely patient and forbearing in dealing with the friends. He pointed out on many occasions that removal of administrative rights is the heaviest sanction which Assemblies may impose at the present time. These considerations apply to the types of problems you mention in your letter. In all such cases it is for the Assembly to determine at what point the conduct is blatant and flagrant or is harmful to the name of the Faith. They must determine whether the believer has been given sufficient warning before the imposition of sanctions. There are, at the present time, many villages in India, the Philippines, Africa, Latin America, etc., where the Bahá'ís form a majority or even the entire population of the village. One of the goals of the Five Year Plan, as you will recall, is to develop the characteristics of Bahá'í community life, and it is, above all, to such villages that the goal is directed. The Local Spiritual Assemblies of such villages must gradually widen the scope of their activities, not only to develop every aspect of the spiritual life of the believers within their jurisdiction, but also, through Bahá'í consultation, and through such Bahá'í principles as harmony between science and religion, the importance of education, and work as a form of worship, to promote the standards of agriculture and other skills in the life of the people. For this they will need the assistance of Bahá'í experts from other lands. This is a major undertaking, and is being started gradually wherever and whenever possible. Bahá'u'lláh has clearly stated the consent of all living parents is required for a Bahá'í marriage. This applies whether the parents are Bahá'ís or non-Bahá'ís, divorced for years or not. This great law He has laid down to strengthen the social fabric, to knit closer the ties of the home, to place a certain gratitude and respect in the hearts of children for those who have given them life and sent their souls out on the eternal journey towards their Creator. We Bahá'ís must realize that in present-day society the exact opposite process is taking place: young people care less and less for their parents' wishes, divorce is considered a natural right, and obtained on the flimsiest and most unwarrantable and shabby pretexts. People separated from each other, especially if one of them has had full custody of the children, are only too willing to belittle the importance of the partner in marriage also responsible as a parent for bringing those children into this world. The Bahá'ís must, through rigid adherence to the Bahá'í laws and teachings, combat these corrosive forces which are so rapidly destroying home life and the beauty of family relationships, and tearing down the moral structure of society. In order to avoid division and disruption, that the Cause may not fall a prey to conflicting interpretations, and lose thereby its purity and pristine vigor, that its affairs may be conducted with efficiency and promptness, it is necessary that every one should conscientiously take an active part in the election of these Assemblies, abide by their decisions, enforce their decree, and cooperate with them wholeheartedly in their task of stimulating the growth of the Movement throughout all regions. The members of these Assemblies, on their part, must disregard utterly their own likes and dislikes, their personal interests and inclinations, and concentrate their minds upon those measures that will conduce to the welfare and happiness of the Bahá’í Community and promote the common weal.
