About the dependencies of the Mashriqu'l-Adhkar, there are a number of references to these "important accessories" in the Tablets and Addresses of `Abdu'l-Bahá. For example, He lists a school for orphan children, hospital and dispensary for the poor, home for the incapable, college for higher scientific education and hospice. In another place after listing the foregoing institutions He states that other philanthropic buildings are to be built.... The crisis that exists in the world is not confined to the farmers. Its effects have reached every means of livelihood. The farmers are in a sense better off because they at least have food to eat. But on the whole the crisis is serving a great purpose. It is broadening the outlook of man, teaching him to think internationally, forcing him to take into consideration the welfare of his neighbours if he wishes to improve his own condition. In short it is forcing humanity to appreciate the significance of and follow the precepts laid by Bahá'u'lláh. When teaching among the masses, the friends should be careful not to emphasize the charitable and humanitarian aspects of the Faith as a means to win recruits. Experience has shown that when facilities such as schools, dispensaries, hospitals, or even clothes and food are offered to the people being taught, many complications arise. The prime motive should always be the response of man to God's message, and the recognition of His Messenger. Those who declare themselves as Bahá'ís should become enchanted with the beauty of the Teachings; and touched by the love of Bahá'u'lláh. The declarants need not know all the proofs, history, laws, and principles of the Faith, but in the process of declaring themselves they must, in addition to catching the spark of faith, become basically informed about the Central Figures of the Faith, as well as the existence of laws they must follow and an administration they must obey. Not only must irreligion and its monstrous offspring, the triple curse that oppresses the soul of mankind in this day, be held responsible for the ills which are so tragically besetting it, but other evils and vices, which are, for the most part, the direct consequences of the "weakening of the pillars of religion," must also be regarded as contributory factors to the manifold guilt of which individuals and nations stand convicted. The signs of moral downfall, consequent to the dethronement of religion and the enthronement of these usurping idols, are too numerous and too patent for even a superficial observer of the state of present-day society to fail to notice. The spread of lawlessness, of drunkenness, of gambling, and of crime; the inordinate love of pleasure, of riches, and other earthly vanities; the laxity in morals, revealing itself in the irresponsible attitude towards marriage, in the weakening of parental control, in the rising tide of divorce, in the deterioration in the standard of literature and of the press, and in the advocacy of theories that are the very negation of purity, of morality and chastity — these evidences of moral decadence, invading both the East and the West, permeating every stratum of society, and instilling their poison in its members of both sexes, young and old alike, blacken still further the scroll upon which are inscribed the manifold transgressions of an unrepentant humanity. We had heard through various channels the wonderful way your children had grown to speak about the Cause in public. Shoghi Effendi's hope is that they will, the three of them, become able and devoted speakers on the Cause and subjects akin to it. It is just as important for the Bahá'í young boys and girls to become properly educated in colleges of high standing as it is to be spiritually developed. Let them put forth every effort in this regard, for when the bough is green and tender it will grow in whatever way ye train it. Let them strive by day and by night to establish within their children faith and certitude, the fear of God, the love of the Beloved of the worlds, and all good qualities and traits. The Universal House of Justice advises that the place of death may be taken to be the city or town in which the believer passes away, and therefore the hour's journey may be calculated from the city limits to the place of burial. However, it should be borne in mind that the spirit of Bahá'u'lláh's law is to be buried near where one dies.
At the present time there are no definite regulations for preparing Bahá'í cemeteries. However, in a Tablet of the Master's, He emphasizes the need for the cemetery to have a beautiful outward appearance and states that the graves should not be joined together but that each one should have a flower bed around its four sides. He also indicates that it would be pleasing if a pool were located in the center of the cemetery and beautiful trees were planted around it as well as around the cemetery itself. In connection with the institution of the National Fund and the budgetary system set forth in the minutes of the National Spiritual Assembly, I feel urged to remind you of the necessity of ever bearing in mind the cardinal principle that all contributions to the Fund are to be purely and strictly voluntary in character. This is a concise answer. Contemplate and meditate upon it, in order that thou mayest comprehend the reality of the mysteries in detail. He attracts the hearts of men, pours out His spirit upon those who respond to Him, instructs them in the right way of life, uses them to carry forward the development of human society, and disciplines them by His Law. We Bahá'ís, we who have answered His call, bear the responsibility of carrying forward His work among mankind, and in spite of our innumerable failings His plan is irresistibly progressing. The great tragedy of mankind at this time is the failure of the vast majority of human beings to heed the Divine Call, and this is in large part occasioned by the failure of most of those who have believed to live up to the high standard that Bahá'u'lláh has set. By the sacred verse: "Begging is forbidden, and it is also prohibited to dispense alms to a beggar", is meant that mendicancy is forbidden and that giving charity to people who take up begging as their profession is also prohibited. The object is to wipe out mendicancy altogether. However, if a person is disabled, stricken by dire poverty or becomes helpless, then it is incumbent upon the rich or the trustees to provide him with a monthly allowance for his subsistence. When the House of Justice comes into being it will set up homes for the incapacitated. Thus no one will be obliged to beg, even as the supplementary part of the blessed verse denotes: "It is enjoined upon everyone to earn his livelihood"; then He says: "As to those who are disabled, it devolveth upon the trustees and the rich to make adequate provision for them." By "trustees" is meant the representatives of the people, that is to say the members of the House of Justice. Among certain nations of the East, music was considered reprehensible, but in this new age the Manifest Light hath, in His holy Tablets, specifically proclaimed that music, sung or played, is spiritual food for soul and heart. The musician's art is among those arts worthy of the highest praise, and it moveth the hearts of all who grieve. About the consent of parents for marriage: this is required before and also after the man or woman is twenty-one years of age. It is also required in the event of a second marriage, after the dissolution of the first whether through death or through divorce.
The parental consent is also a binding obligation irrespective of whether the parents are Bahá'ís or not, whether they are friendly or opposed to the Cause. In the event of the death of both parents, the consent of a guardian is not required. He has noted the question you had asked concerning the problem of marriage, and its infrequency among the believers in general. It is indeed a matter of deep regret to him that some of our young believers do not attach due importance to the question of marriage, and seem, as you state, to be under the impression that marital life has been discouraged in the Cause. This is certainly an erroneous conception, and whosoever takes the pain to carefully and intelligently read the words of Bahá'u'lláh, and to ponder over their implications, cannot but be convinced of the truth that in the Bahá'í Faith marriage, and family life, in particular, are both not only commendable, but constitute a social function of highest and indeed vital importance, as through them alone the human race is perpetuated.
The believers should well know that whereas Bahá'u'lláh has not made marriage a binding obligation, He has nevertheless attributed to it such spiritual and social significance as no individual believer, under normal circumstances, can well be justified in disregarding it. In fact, in His Book of Laws (the "Kitáb-i-Aqdas") He emphatically stresses its importance, and defines its essential purpose, namely the procreation of children and their training in the Religion of God, that they may know and adore Him, and mention and praise His Name.
