Already nine months before His ascension Bahá’u’lláh, as attested by ‘Abdu’l-Bahá, had voiced His desire to depart from this world. From that time onward it became increasingly evident, from the tone of His remarks to those who attained His presence, that the close of His earthly life was approaching, though He refrained from mentioning it openly to any one. On the night preceding the eleventh of Shavval 1309 A.H. (May 8, 1892) He contracted a slight fever which, though it mounted the following day, soon after subsided. He continued to grant interviews to certain of the friends and pilgrims, but it soon became evident that He was not well. His fever returned in a more acute form than before, His general condition grew steadily worse, complications ensued which at last culminated in His ascension, at the hour of dawn, on the 2nd of Dhi’l-Qádih 1309 A.H. (May 29, 1892), eight hours after sunset, in the 75th year of His age. His spirit, at long last released from the toils of a life crowded with tribulations, had winged its flight to His “other dominions,” dominions “whereon the eyes of the people of names have never fallen,” and to which the “Luminous Maid,” “clad in white,” had bidden Him hasten, as described by Himself in the Lawḥ-i-Ru’yá (Tablet of the Vision), revealed nineteen years previously, on the anniversary of the birth of His Forerunner.

The progressive clarification of the details of the laws concerning membership of the Houses of Justice has been accompanied by a gradual implementation of their provisions. For example, based on the texts available to the believers at the time, membership of local Houses of Justice was initially confined to men. When the Master began to elaborate on the difference between the levels of this Institution, He clarified that the exclusion of women applied only to the Universal House of Justice. Thereafter, women became eligible for service as members of Local and National Spiritual Assemblies. Women in the West, who already enjoyed the benefits of education and opportunities for social involvement, participated in this form of service much sooner than, for instance, their Bahá'í sisters in Iran who were accorded this right only in 1954, "removing thereby the last remaining obstacle to the enjoyment of complete equality of rights in the conduct of the administrative affairs of the Persian Bahá'í Community". It is important to note that the timing of the introduction of the provisions called for by the interpretations of 'Abdu'l Baha and the Guardian in relation to the Local and National Spiritual Assemblies, rather than constituting a response to some external condition or pressure, was dictated by the principle of progressive implementation of the laws, as enjoined by Bahá'u'lláh Himself.

There is ... divine wisdom in a gradual, rather than immediate, application of all the laws. The fact that a number of these laws are not yet binding has to do with the state of society and of the Bahá'í community. While certain laws of conscience, such as the repetition of the Greatest Name 95 times daily, may not yet have been specified by the House of Justice as applicable in the West, individuals are free to practice them if they wish; however, no issue should be made of such matters.

In a Tablet addressed to a Bahá’í in Mázindarán, in which He[‘Abdu’l-Baha] unfolds the meaning of a misinterpreted statement attributed to Him regarding the rise of the Sun of Truth in this century, He sets forth, briefly but conclusively, what should remain for all time our true conception of the relationship between the two Manifestations associated with the Bahá’í Dispensation. “In making such a statement,” He explains, “I had in mind no one else except the Báb and Bahá’u’lláh, the character of whose Revelations it had been my purpose to elucidate. The Revelation of the Báb may be likened to the sun, its station corresponding to the first sign of the Zodiac—the sign Aries—which the sun enters at the Vernal Equinox. The station of Bahá’u’lláh’s Revelation, on the other hand, is represented by the sign Leo, the sun’s mid-summer and highest station. By this is meant that this holy Dispensation is illumined with the light of the Sun of Truth shining from its most exalted station, and in the plenitude of its resplendency, its heat and glory.”

“I am the Mystic Fane,” the Báb thus proclaims His station in the Qayyúmu’l-Asmá, “which the Hand of Omnipotence hath reared. The system of Bahá'í Administration is "indissolubly bound with the essential verities of the Faith" as set forth in the writings of Bahá'u'lláh and Abdul' Baha. A unique feature of this system is the appointment of authorized interpreters, in the persons of Abdu'l Baha and the Guardian, to provide authoritative statements on the intent of Bahá'u'lláh's revelation. Writing in The Dispensation of Bahá'u'lláh, Shogi Effendi stated that "Abdul' Baha and the Guardian " share . . . the right and obligation to interpret the Bahá'í Teachings". In relation to his own function as interpreter, he further stated that "the Guardian has been specifically endowed with such power as he may need to reveal the purport and disclose the implications of the utterances of Bahá'u'lláh and of Abdu'l Baha". The significance of this important provision is that the religion of God is safeguarded and protected against schism and its essential unity is preserved.

Polygamy is a very ancient practice among the majority of humanity. The introduction of monogamy has been only gradually accomplished by the Manifestations of God. Jesus, for example, did not prohibit polygamy, but abolished divorce except in the case of fornication; Muhammad limited the number of wives to four, but making plurality of wives contingent on justice, and reintroducing permission for divorce; Bahá'u'lláh, Who was revealing His Teachings in the milieu of a Muslim society, introduced the question of monogamy gradually in accordance with the principles of wisdom and the progressive unfoldment of His purpose. The fact that He left His followers with an infallible Interpreter of His Writings enabled Him to outwardly permit two wives in the Kitáb-i-Aqdas but uphold a condition that enabled 'Abdu'l-Bahá to elucidate later that the intention of the law was to enforce monogamy.

The use of force by the physically strong against the weak, as a means of imposing one's will and fulfilling one's desires, is a flagrant transgression of the Bahá'í Teachings. There can be no justification for anyone compelling another, through the use of force or through the threat of violence, to do that to which the other person is not inclined. 'Abdu'l-Bahá has written, "O ye lovers of God! In this, the cycle of Almighty God, violence and force, constraint and oppression, are one and all condemned." Let those who, driven by their passions or by their inability to exercise discipline in the control of their anger, might be tempted to inflict violence on another human being, be mindful of the condemnation of such disgraceful behaviour by the Revelation of Bahá'u'lláh.

One of these ordinances is the clear prohibition in the Writings of Bahá'u'lláh of the consumption of alcoholic drinks. This has been explicitly revealed in His Most Holy Book, the Kitab-i-Aqdas. He states, "It is inadmissible that man, who hath been endowed with reason, should consume that which stealeth it away. Nay, rather it behooveth him to comport himself in a manner worthy of the human station, and not in accordance with the misdeeds of every heedless and wavering soul." In other Tablets, we read from His glorious Pen, "Beware lest ye exchange the Wine of God for your own wine, for it will stupefy your minds, and turn your faces away from the Countenance of God, the All-Glorious, the Peerless, the Inaccessible. Approach it not, for it hath been forbidden unto you by the behest of God, the Exalted, the Almighty."

The workings of the community, as you will appreciate, are organic in nature and so is its growth. As time passes, the community expands, and conditions change, the House of Justice will make such adjustments and developments as are required. In so doing, the House of Justice takes cognizance of the conditions prevailing in the community and any views presented to it, reserving for itself the right of an unfettered decision in the manner described by Shoghi Effendi in "The Dispensation of Bahá'u'lláh". Its first consideration must always be to remain faithful to the revealed purpose of Bahá'u'lláh, as expounded and interpreted by Abdul -Baha and the Guardian.

With respect to your inquiry about whether, in the Bahá'í context, English might possibly be regarded as a language of Revelation, the House of Justice asks us to explain that, while Shoghi Effendi's translations of the Writings of Bahá'u'lláh into English carry with them a large measure of interpretation of the intent and purpose of the Author of the text -- an interpretation which he, as Interpreter of the Sacred Text, could alone authoritatively provide -- one should not conclude that the English language into which the Writings were translated could, therefore, be considered as a language of Revelation.

Concerning the different translations of the Words. It is surely the original text that should never be changed. The translations will continue to vary as more and better translations are made. Shoghi Effendi does not consider even his own translations as final, how much more translations made in the early days of the Cause in the West when no competent translators existed.

In a letter dated 9 March 1965, the Universal House of Justice stresses the "profound difference" that exists between the "interpretations of the Guardian and the elucidations of the House of Justice in exercise of its function to 'deliberate upon all problems which have caused difference, questions that are obscure, and matters that are not expressly recorded in the Book."' (Wellspring of Guidance, p. 52) Among these is the outlining of such steps as are necessary to establish the World Order of Bahá'u'lláh on this earth. The elucidations of the Universal House of Justice stem from its legislative function, while the interpretations of the Guardian represent the true intent inherent in the Sacred Texts. The major distinction between the two functions is that legislation with its resultant outcome of elucidation is susceptible of amendment by the House of Justice itself, whereas the Guardian's interpretation is a statement of truth which cannot be varied.

In response to your letter received on 6 March seeking from the Universal House of Justice a definition of "ungodliness", we have been directed to quote the following passage found on page 200 of "Dawn of a New Day", a compilation of letters written on behalf of the beloved Guardian to the National Spiritual Assembly of the Bahá'ís of India:

“In the passage "eschew all fellowship with the ungodly", Bahá'u'lláh means that we should shun the company of those who disbelieve in God and are wayward. The word "ungodly" is a reference to such perverse people.”

With reference to Shoghi Effendi's clarification quoted above, it may also be helpful to note that dictionary definitions of "wayward" include "childishly self-willed or perverse, capricious" and "unaccountable"; and the definition of "perverse" includes "stubbornly departing from what is reasonable", "persistent in error", "perverted" and "wicked". In the context of the Persian Hidden Words, number 3, then, the phrase "ungodly" apparently refers to a broad range of behaviors including those associated with Covenant-breaking.

You are probably aware that the point round which the Bahá'í teachings revolve is unity. This is expressed essentially in the belief that all the revealed religions, such as Judaism, Christianity, and Islam, have come from the same Divine Source, but progressively at different times. Each exerts major spiritual, moral, and social influence for a particular time, a dispensation. The essential understanding of Bahá'ís concerning their own Faith is that its Founder, Bahá'u'lláh, is the latest Divine Messenger or Manifestation from God, Who has established a dispensation for a duration of at least one thousand years, after which a new Manifestation will come.

As to whether the materials prepared by the Research Department constitute the authoritative word of the Universal House of Justice on a particular subject, as raised in your third question, the House of Justice indicates that such materials, though prepared at its direction, represent the views of that Department. While such views are very useful as an aid to resolving perplexities or gaining an enhanced understanding of the Bahá'í Teachings, they should never be taken to be in the same category as the elucidations and clarifications provided by the Universal House of Justice in the exercise of its assigned functions. However, the House of Justice chooses to convey the materials prepared by the Research Department to the friends because it wishes them to be thoughtfully attended to and seriously considered.

I truly deplore the unfortunate distortions that have resulted in days past from the incapacity of the interpreter to grasp the meaning of ‘Abdu'l-Bahá, and from his incompetence to render adequately such truths as have been revealed to him by the Master's statements. Much of the confusion that has obscured the understanding of the believers should be attributed to this double error involved in the inexact rendering of an only partially understood statement. Not infrequently has the interpreter even failed to convey the exact purport of the inquirer's specific questions, and, by his deficiency of understanding and expression in conveying the answer of `Abdu'l-Bahá, has been responsible for reports wholly at variance with the true spirit and purpose of the Cause. It was chiefly in view of the misleading nature of the reports of the informal conversations of `Abdu'l-Bahá with visiting pilgrims, that I have insistently urged the believers of the West to regard such statements as merely personal impressions of the sayings of their Master, and to quote and consider as authentic only such translations as are based upon the authenticated text of His recorded utterances in the original tongue.

Regarding "`Abdu'l-Bahá in London": Nothing can be considered scripture for which we do not have an original text. A verbatim record in Persian of His talks would of course be more reliable than one in English, because He was not always accurately interpreted. The infallibility of the Guardian is confined to matters which are related strictly to the Cause and interpretation of the teachings; he is not an infallible authority on other subjects, such as economics, science, etc. When he feels that a certain thing is essential for the protection of the Cause, even if it is something that affects a person personally, he must be obeyed, but when he gives advice, such as that he gave you in a previous letter about your future, it is not binding; you are free to follow it or not as you please.

In a letter written on behalf of the Guardian, on 14 March 1927, to the Spiritual Assembly of the Bahá'ís of Istanbul, it is pointed out how, in the past, it was certain individuals who "accounted themselves as superior in knowledge and elevated in position" who caused division, and that it was those "who pretended to be the most distinguished of all" who "always proved themselves to be the source of contention." "But praise be to God" he continued, "that the Pen of Glory has done away with the unyielding and dictatorial views of the learned and the wise, dismissed the assertions of individuals as an authoritative criterion, even though they were recognized as the most accomplished and learned among men and ordained that all matters be referred to authorized centres and specified assemblies. Even so, no assembly has been invested with the absolute authority to deal with such general matters as affect the interests of nations. Nay, rather, He has brought all the assemblies together under the shadow of the one House of Justice, one divinely-appointed Centre, so that there would be only one Centre and all the rest integrated into a single body, revolving around one expressly-designated Pivot, thus making them all proof against schism and division."

The original of "Some Answered Questions" in Persian is preserved in the Holy Land; its text was read in full and corrected by Abdu'l-Bahá Himself. Unfortunately, Abdu'l-Bahá did not read and authenticate all transcripts of His other talks, some of which have been translated into various languages and published. For many of His addresses included in "The Promulgation of Universal Peace" and "Paris Talks", for example, no original authenticated text has yet been found. However, the Guardian allowed such compilations to continue to be used by the friends. In the future each talk will have to be identified and those which are unauthenticated will have to be clearly distinguished from those which form a part of Bahá'í Scripture. This does not mean that the unauthenticated talks will have to cease to be used -- merely that the degree of authenticity of every document will have to be known and understood.

The essence of belief in Divine unity consisteth in regarding Him Who is the Manifestation of God and Him Who is the invisible, the inaccessible, the unknowable Essence as one and the same. By this is meant that whatsoever pertaineth to the former, all His acts and doings, whatever He ordaineth or forbiddeth, should be considered, in all their aspects, and under all circumstances, and without any reservation, as identical with the Will of God Himself.

As to whether there is a distinction between correspondence from the World Centre that has been signed "The Universal House of Justice" and that signed on behalf of the Secretariat: In brief, the manner in which each of these letters is prepared depends upon the contents of the letter. Drafts of letters which contain newly formulated policies are consulted upon and approved during a meeting of the House of Justice; correspondence dealing with previously enunciated policies, or with matters of a routine nature, are prepared, as delegated by the House of Justice, by its Secretariat and initialed by at least the majority of the members of the House of Justice before being dispatched. All letters written over the signature of the Department of the Secretariat are authorized by the Universal House of Justice.
